The position is located in the Office of Human Capital Services (HCS), Veterans Benefits Administration (VBA) and reports to the Executive Director, HCS. The responsibilities include, but are not limited to:
1) Responsible for leadership of HCS and the multi-geographically dispersed Human Resources Centers (HRCs) which are solely responsible for managing, overseeing, & executing the staffing, recruitment, and placement of VBA's entire workforce.
2) Collaborates with executive level counterparts within VACO, HR&A, NCA, VHA, and VBA, to ensure the work of the organization is strategically aligned to the VA and VBA Strategic and Succession Plans, goals, mission, priorities, and key objectives.
3) Works with the Executive Director, HCS to lead the operational management & strategic direction of HCS.
4) Manages a senior leadership team responsible for ensuring VBA's current & future hiring models are properly designed, executed, & sustainable.
5) Provides executive leadership and manages recruitment and staffing organizations who perform diverse functions supporting VBA recruitment, nationwide delegated examining recruitment to include consulting and training on the USA Staffing system, HRSmart, Manager Self-Service, eOPF,and ePerformance.
6) Represents VBA as an Executive member or lead of enterprise-level or interagency councils, Senior Executive level working groups, and project teams.
