Major Duties and Responsibilities:
Manage NCBC's Research, Development, and Integration program as a Program Manager who reports directly to the Chief.
Apply expert knowledge of Federal Acquisition Regulations and Economy Act processes and procedures to perform RDI budget formulation and execution functions.
Assist the RDI Group Chief in providing alternative approaches and execution strategies for the RDI program, establishing requirements, and allocating budgets to establish priority objectives, address projected threats, estimate costs, risks and tradeoffs, and identify/minimize resource constraints.
Engage senior IC leadership on strategic priorities, opportunities, gaps, and interdependencies to link resources to strategy; plan and communicate emerging strategic issues and trends, evaluate them in context of U.S. Government plans and make recommendations for improvements.
Provide technical reviews and expert-level subject matter expertise on proposals, with an emphasis on the nuclear sciences and nuclear nonproliferation.
Nurture collaboration across ODNI, the IC, U.S. Government, and industry partners through site visits and other outreach efforts to maintain an effective, agile counterproliferation R&D capability.
Organize and lead group processes to evaluate differing technical proposals and trade off requirements, costs, schedules, and practical impacts.
Lead in-depth, detailed analysis and evaluation of RDI investments to independently document resource utilization, efficiency, productivity, impact, and cost effectiveness.
Coordinate project execution and ensure good expenditure rates by performers.
Track project compliance with programmatic guidance to ensure timely completion and closeout.
Assist in leading internal knowledge management and external dissemination of research findings to appropriate audiences. In addition, manage the RDI collaboration website to facilitate communications and situational awareness among RDI stakeholders.
Provide education and training on RDI program process to all stakeholders.
Lead development of RDI policies, missions, plans, and capabilities, ensuring linkage to NCBC priorities, campaign goals, and overarching National Intelligence Strategies.
Analyze and evaluate (on a quantitative/qualitative basis) the effectiveness of current and planned NIP investments in meeting established IC goals and objectives.
Evaluate and advise on organization, methods, procedures, and resources (NIP and MIP) programs.
Approve/reconcile invoices from other government agencies that support the RDI program via Economy Act orders.
Must be a current permanent ODNI employee.
