Applies experience and advanced knowledge applicable to systems accounting, to plan and accomplish assignments. Assignments may require knowledge and experience working across functional and/or organizational lines. Typical assignments may include, but not limited to, analyzes individual modules of the financial software to detect deficiencies, which hinder or preclude full disclosure of financial transactions and their impact on customer's financial status. Identifies needed changes in reporting requirements, which would provide more meaningful information, and to determine ways and means to make financial accounting practices more effective and efficient for implementation and new releases. Uses the accepted software packages and approved methodologies to document and maintain the user's functional requirements for the financial software capabilities. Finalizes, completes and records this functional documentation in a format suitable to meet the requirements of Financial Information Processing Standard (FIPS) Publication Number 38 and other standards.
Responsible for creating financial business scenarios, business-processing re-engineering approach development, training materials, and methodology necessary for the design, implementation and maintenance of assigned modules within the financial system. Reviews and approves work of other systems accountants of lesser grades in the effort. Initiates, resolves, or escalates any issues or risks identified by lower-level system accountants or participants in the requirements definition, testing, conversion or implementation of financial software modules and subsequent releases of the software. May help the manager, project/program manager, team leader, or more experienced professional develop and/or recommend solutions.
Demonstrates considerable independence in planning time and helping a manager, project/program manager, and/or team leader to plan and use assigned resources to accomplish projects/programs/activities. May identify and request additional resources, as needed.
Contacts typically are internal and external, with regular contacts among major subdivisions and LOB's/SO's, customers, employees and other external parties to share information about the FAA and explain the applications of policies and procedures.
Established policies/procedures provide guidance for most assignments but allow considerable discretion for employee to select the most appropriate approach(es) or recommend new approaches. Assignments often require reviews of policies and precedents under the limited guidance of a manager or other employee. Interprets, produces and maintains the policy guidance and procedures stemming from business process re-engineering, software setup, legislative mandates, regulatory dictates, the Treasury Department, General Services Administration, Office of Management and Budget, the Department of Transportation, and other non-DOT agencies.
Work is reviewed periodically, typically at major milestones and at completion, for policy compliance and alignment with the requirements of projects and/or other work activities. The work activities support and are vital to the success of the projects/program for one or more organizational units, major subdivisions, and/or LOB's/SO's. The work may affect internal and external customers.
Performs other duties as assigned.
BASIC REQUIREMENTS:
Degree: accounting; or a degree in a related field such as business administration, finance, or public administration that included or was supplemented by 24 semester hours in accounting. The 24 hours may include up to 6 hours of credit in business law. (The term "accounting" means "accounting and/or auditing" in this standard. Similarly, "accountant" should be interpreted, generally, as "accountant and/or auditor.")

Combination of education and experience: at least 4 years of experience in accounting, or an equivalent combination of accounting experience, college-level education, and training that provided professional accounting knowledge. The applicant's background must also include one of the following:

IN ADDITION TO THE ABOVE BASIC REQUIREMENTS, you must demonstrate in your application that you possess at least one year of Specialized Experience equivalent to the next lower level FV-G (FG/GS-10/11). Specialized experience is experience that has equipped you with the particular knowledge, skills and abilities to perform successfully the duties of the position.
Specialized Experience includes: Experience with government procurement processes, including the use of Unison PRISM and other acquisition software within the software development lifecycle, covering design, implementation, and ongoing maintenance; analyzing and optimizing processes for planning, designing, and implementing new or enhanced information systems to meet the business requirements of customer organizations; and developing comprehensive project management plans to ensure the successful execution of systems, projects, and enhancements, delivering results on time and within scope.
