ADDITIONAL INFORMATION: The incumbent will serve as a Logistics Officer in either the Operations Branch (SIOPO), or the Audit Readiness Branch (SIOPS) Property Management Division (SIOP), Installation Operations Office. Acts as liaison facilitating communication between NGA stakeholders namely, the Office of Contract Services, Financial Management Directorate, Information Technology Services Directorate, Chief, Acquisition Enterprise, and the Security and Installations Directorate through Operation Process Team (OPT) meetings, Technical Exchange Meetings, and briefings. Plan, develop, and implement internal controls for the accuracy, completeness, existence, testing and validation of PP&E recorded in the NGA accountable and non-accountable property system of record (APSR.) PP&E includes real property (land, buildings, structures and improvements), general equipment, IT hardware, capital software, and improvements to existing assets. PP&E internal controls include Government property held by the government for its use, or in the possession of others such as Government Furnished Property or by loan agreements.
The incumbent will manage logistics support activities such as supply chain management and asset management. The incumbent will review logistics performance against targets, benchmarks, and service agreements and redesign the movement of goods in order to maximize value and minimize costs.
The incumbent will independently plan and accomplish work assignments and exercise judgement in resolving normal problems. For routine assignments, work is performed under general supervision and employees determine the priority of various assignments to deadlines. Specific instructions are provided for more complex assignments with unusual characteristics. Employees may work with personnel within and outside the organization or specialty area. The team may be comprised of contractor personnel. Typical functions may include research and analytical and technical/specialty skills, problem resolution, the delivery of effective presentations and briefing to small audiences, not-technical and technical writing, planning and scheduling, and records management.
Establish the PP&E baseline of accountable property while also developing and implementing "to be" processes that ensure the completeness of Agency Acquire-to-Retire (A2R) lifecycle management. Assist with the reengineering of the agency's Total Asset Management (TAM) business processes and to implement and standardize agency's A2R lifecycle property management procedures and ensure processes are correctly
documented in applicable manual, directive, policies and standard operating procedures.
Designated DAWIA Position: Upon placement into this position, the incumbent will receive notification of DAWIA certification requirement Life Cycle Logistics (Foundational). The incumbent will have two years to complete this certification requirement.

SPECIAL REQUIREMENTS:
You must be able to obtain and retain a Top Secret security clearance with access to Sensitive Compartmented Information. In addition, you are subject to a Counterintelligence Polygraph examination in order to maintain access to Top Secret information. All employees are subject to a periodic examination on a random basis in order to determine continued eligibility. Refusal to take the examination may result in denial of access to Top Secret information, SAP, and/or unescorted access to SCIFs.
Employees with SCI access and who are under NGA cognizance are required to submit a Security Financial Disclosure Report, SF-714, on an annual basis in order to determine continued eligibility. Failure to comply may negatively impact continued access to Top Secret information, Information Systems, SAP, and/or unescorted access to SCIFs.
NGA utilizes all processes and procedures of the Defense Civilian Intelligence Personnel System (DCIPS). Non-executive NGA employees are assigned to five distinct pay bands based on the type and scope of work performed. The employee's base salary is established within their assigned pay band based on their unique qualifications. A performance pay process is conducted each year to determine a potential base pay salary increase and/or bonus. An employee's annual performance evaluation is a key factor in the performance pay process. Employees on term or temporary appointments are not eligible to apply for internal assignment opportunity notices.
This position is a DCIPS position in the Excepted Service under 10 U.S.C. 1601. MANDATORY QUALIFICATION CRITERIA: For this particular job, applicants must meet all competencies reflected under the Mandatory Qualification Criteria to include education (if required). 1. Demonstrated experience in property management practices, to include advising customers on logistical requirements and capabilities.
2. Demonstrated experience communicating verbally and in writing (i.e., co-workers, leadership, customers and mission partners).
3. Demonstrated experience in logistics support activities (e.g., inventory management, distribution management, warehouse management, transportation, government property disposal to include Lost, Damaged, and Destroyed (LDD), accountable property records management, and/or contract property administration).
4. Demonstrated experience as an Asset Manager, Supply Chain Manager, Life cycle logistician (LCL), Logistics Officer, Property Administrator, and/or Plant Clearance Officer.
5. Demonstrated experience in analyzing and assessing supply chain/logistic processes in order to identify appropriate solutions.
EDUCATION REQUIREMENT: A. Education: Bachelor's degree from an accredited college or university. -OR- B. Combination of Education and Experience: A minimum of 24 semester (36 quarter) hours of coursework in any area listed in option A, plus experience in logistics or supply chain management, or a related field that demonstrates the ability to successfully perform the duties associated with this work. As a rule, every 30 semester (45 quarter) hours of coursework is equivalent to one year of experience. Candidates should show that their combination of education and experience totals 4 years. -OR- C. Experience: A minimum of 4 years of experience in logistics or supply chain management, or a related field that demonstrates the ability to successfully perform the duties associated with this work. -AND- LICENSES/CERTIFICATIONS: DAWIA certification may be required for this position; see Position License and Certification Requirements below for additional details.
DESIRABLE QUALIFICATION CRITERIA: In addition to the mandatory qualifications, experience in the following is desired:
1. Demonstrated an understanding of Federal Acquisition Regulations (FAR) and the Defense Acquisition Regulations (DFAR) compliant property officer requirements, as they relate to Government Furnished Property (GFP) and Contractor Acquired Property (CAP) management.
2. Demonstrated experience in data management and performing data analysis of large logistical population of data.
3. Demonstrated experience with planning, coordinating and evaluating logistical actions required to support missions, systems, and/or programs.
4. Demonstrated experience in Lean supply chain management practices, Supply Chain Risk Management (SCRM) practices, and understanding the flow of goods from Acquire to Retire (A2R)/cradle to grave.
5. Defense Acquisition Workforce Improvement Act (DAWIA) Certified Life Cycle Logistics (LCL), Foundational.
6. Demonstrated ability to work independently on routine assignments.
