Help
  • Assure the efficient and effective application of an established recreation and resource management program.
  • Develop and execute an Operational Management Plan (OMP).
  • Plan, coordinate, evaluate, and direct the operation, maintenance, modification, and control of project facilities including flood control structures, outlet works, and appurtenances.
  • Exercise personnel management responsibilities on personnel under his/her supervision.
  • Plan work to be accomplished by subordinates, sets and adjusts short-term priorities, and prepares schedules for completion of work.
  • Explain and support work products to higher authorities.
  • Manage course of action for future planning.
  • Examine all permit applications and monitors licenses, permits, leases and easements to ensure compliance of the approved plans.
  • Participate in public meetings and information exchanges with groups, local committees, concessionaires, courts, media, etc., on matters affecting the Corps of Engineers policies and activities.
  • Provide environmental compliance laws, policies and procedures sufficient to ensure natural resources and recreation plans and programs developed are consistent with such regulatory requirements.
  • Serve on a negotiating team for a local law enforcement contract when necessary.

  • This regulation provides policy and guidance for the establishment and management of a visitor assistance program including preparation of and management of contracts ensuing from this program.
  • Incumbent must wear the prescribed uniform.
  • This position requires incumbent to be assigned to work a typical schedule and/or weekends and holidays.
  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • This position requires Temporary Duty Travel (TDY) up to 10% of duty time.
  • This position is a drug testing designated position (TDP). Incumbent must pass a pre-appointment drug test prior to selection. Incumbent is subject to random drug testing.
  • This position requires a pre-employment physical exam due to the physical requirement of the position.
  • This position requires a valid State motor vehicle operator's license prior to appointment and maintain the license for the duration of employment.
  • This position requires incumbent to obtain and maintain a Corps of Engineers certification to operate a motorboat and UTV (Utility Vehicles).
  • This position requires incumbent to obtain and maintain citation authority. As a citation officer you may work alone enforcing requirements of Title 36 CFR.
  • You may be required to have a 1 year probationary period for supervisor.
  • May be selected at any grade level with non-competitive promotion potential to target grade. Non-competitive promotion potential to the target grade based on time-in-grade requirements and demonstrated ability to perform the higher graded duties.

You will receive credit for all qualifying experience, including volunteer experience. Basic Qualifications
Degree: Bachelor's degree (or higher degree) in biological sciences, agriculture, natural resource management, chemistry, or related disciplines appropriate to the position.
OR
Combination of Education and Experience: Courses equivalent to a major, as shown in A above, plus appropriate experience or additional education.

In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below:

To qualify at the GS-11 grade level, you must have:
Specialized Experience: One year of specialized experience which includes biological practices, principles and techniques related to administering, planning and implementing environmental, recreational and natural resource management activities at a water resources project. Should have knowledge and experience with natural resource management related laws, policies and regulations. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-09).
OR
Education: Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as: biological sciences, agriculture, natural resource management, chemistry, or related disciplines appropriate to the position. (Note: You must attach a copy of your transcripts.)
OR
Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages.

To qualify at the GS-12 grade level, you must have:
Specialized Experience: One year of specialized experience which includes experience performing park administration, planning, and management; establishing natural resources policy; measuring and predicting use and demand of public parks and recreation areas; budgetary experience such as formulation and review; creating long range administrative operating plans for a public park or recreation area; collaborating with internal and external customers and community members on public outreach for programs; planning, developing, and creating and implementing natural resources management programs such as Visitor Assistance, Safety, Volunteer Programs, etc.. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-11).

Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job at the GS-12 grade level, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted.
