Duties

Help
  • Serves as the activity’s Contracting Officer's Representative (COR) responsible for overall management of personal and non-personal health service contracts.
  • Ensures that all acquisitioning processes and functions performed by the department are in conformance with current procurement laws, regulations, and directives of various bureaus and offices of the Department of the Navy.
  • Assists the Contracting Officers in determining the acceptability of certain contract deliverables and in providing technical reviews of contractor's proposals submitted in response to changes issued under the contract.
  • Collaborate and liaise with the activity’s Directorate for Resource Management to provide solution on all discrepancies related to the financial aspect of all healthcare service and support contracts.

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • This position requires the incumbent be able to obtain and maintain a determination of eligibility for a Secret security clearance or access for the duration of employment. A background investigation and credit check are required.
  • This position has a mandatory seasonal influenza vaccination requirement and is subject to annual vaccination unless exempt by medical personnel.
  • This position is supervisory as defined by the Office of Personnel Management's (OPM) General Schedule Supervisory Guide (GSSG). A one year probation to assess your ability to perform supervisory duties is required unless previously completed.
  • This position has a Temporary Duty (TDY) or business travel requirement of 5% of the time.
  • Employees assigned to a medical treatment facility are required to be screened for applicable immunizations or pre-existing immunity unless exempt by medical personnel.
  • This position has been designated “Mission Essential”. In the event of severe weather conditions or other such emergency type situations (natural or man-made disaster) the incumbent may be required to report to work or remain at work as scheduled.

Qualifications

In order to qualify, you must meet the education and or experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application. General Experience: One year of specialized experience equivalent to the GS9 grade level in the federal service which includes preparing and reviewing contract documentation; advising personnel on contract requirements; and conducting inspections of contractor performance and functions.

OR

Education: Successfully completed a PhD or equivalent doctoral degree or three full years of progressively higher level graduate education leading to such a degree a major study in business management, Contract Management, Procurement Financial Management or related field of study.

OR

Combination of Education and Experience: Specialized experience as described above but less than one year; And I have at least one year of graduate education as described above, but less than the required two years. I have computed the percentage of requirements that I meet, and the total is at least 100% to compute percentage, divide your total months of qualifying experience by 12. Then, divide your semester hours of graduate education beyond the first year (total graduate semester hours minus18) by 18. Add the two percentages. The total percentage must equal 100% to qualify. Note you must attach a copy of your transcripts.

FOREIGN EDUCATION: If you are using education completed in foreign colleges or universities to meet the qualification requirements, you must show the education credentials have been evaluated by a private organization that specializes in interpretation of foreign education programs and such education has been deemed equivalent to that gained in an accredited U.S. education program; or full credit has been given for the courses at a U.S. accredited college or university.
