The Management and Program Analyst serves as the Operations Support Directorate (AJW-1) Team Lead as the workforce planning subject matter expert (SME) and leads a team responsible for analyzing, evaluating, and improving business functions while acting as a technical authority for planning and executing work assignments. Applies experience and expert knowledge of the analytical and evaluative methods and techniques for assessing program development or execution for improving organizational effectiveness and efficiency and to conduct functional activities for projects/programs that often require the development of new and innovative approaches.
The team lead possesses expert knowledge of management processes and principles to ensure the accurate maintenance of the directorate's position management chart (PMC) to perform analytical and evaluative methods to monitor and track workforce and staffing levels. Performs comparative analysis to identify the number of occupied to vacant positions and positions with different funding. Reviews past, present, and future workforce status to determine potential gaps in organizational staffing levels. Uses and/or updates MS Excel functions to perform calculations of workforce data, which includes, reconciling staffing allocation, on-board discrepancies; on actual and/or anticipated gains and losses. Creates various reports to project retirement ratios for subsequent years, which assists management with succession planning. Uses various tools (e.g., pivot tables/charts, queries, etc.) to summarize and transform large volumes of data into communications materials using infographics, presentations, and quick guides for enabling efficient financial planning and the projecting and acquiring of resources.
The Team Lead is responsible for assigning work to employees based on priorities jointly established with the manager, resolving simple, informal complaints of employees and referring others, such as formal grievances and appeals, to the supervisor or an appropriate management official; training or arranging for the training of team members; coaching the team in the selection and application of appropriate problem-solving methods and techniques; and monitoring and reporting on the status and progress of work, checking on work in progress and reviewing completed work to ensure that the supervisors' instructions on work priorities, methods, deadlines and
quality have been met. Identifies, distributes, and balances workload and tasks among employees according to the established workflow, skill level, and/or occupational specialization. Approves emergency leave for up to three days, eight hours or less for medical appointments; and/or other types of leave as delegated by management.
As a recognized subject matter expert, provides leadership for highly complex and challenging activities under the minimal direction of a manager. Articulate and communicate to the team the assignment, project, problem to be solved, actionable events, milestones, and/or program issues under review, and deadlines and time frames for completion. Ensure that the organization's strategic plan, mission, vision, and values are communicated to the team and integrated into the team's strategies, goals, objectives, work plans, and work products and services.
Provides expert guidance and instruction to address diverse, complex issues. Develops and recommends approaches to address current and anticipated problems and issues. Works with senior management to identify and resolve problems. Provides leadership for highly complex and challenging assignments, related to the continuous and systematic process for determining the number of positions needed, within the organization. Develops and implements plans and procedures to meet customer and stakeholder requirements.
Coordinates position management with AJW-1 managers to evaluate and align directorate staff to include working with automated tools.
To qualify for this position, you must demonstrate in your application that you possess at least one year of specialized experience equivalent to the FV-I, FG/GS-13 level. This experience is typically related to the line of work of the position to be filled and which has equipped the applicant with the particular knowledge, skills, and abilities to successfully perform the duties of the position. To be creditable, specialized experience must have been at least equivalent to the next lower level in the normal line of progression for the occupation in the organization.
Specialized experience is defined as:
Experience providing advisory services for personnel policies, procedures, and requirements. AND
Experience analyzing data for a variety of workforce management programs (e.g., performance management, training, workforce planning, property management) to make strategic process improvement decisions. AND
Experience communicating with team members to convey initiatives, priorities, and strategies to meet goals.
