The candidate selected for this position will:
Promote agile scrum framework values and agile principles, practices, and processes.
Plan, manage, and deliver solutions utilizing agile methodology (i.e. Scrum project management framework).
Champion and strengthen the use of agile to BISD teams by encouraging the adoption of scrum methodology and continuous integration/continuous delivery (CI/CD) principles.
Coach BISD teams on the transition from legacy methodologies (e.g., waterfall) to modern methodologies.

To meet the minimum qualifications for this position, you must meet the specialized experience qualifications and/or education for the grade at which you are requesting consideration.
Specialized Experience: Applicant must have at least one year of specialized experience at the GS-09 grade level in the Federal service or equivalent to the GS-09 grade level in the private sector utilizing agile scrum methodologies, aligning IT systems with agile principles and processes, and managing and mitigating risk within a scrum team.
Examples include: applying analytical processes and design to information systems, preparing business cases for design and development concepts, and developing life cycle management procedures and processes.
In addition to meeting the specialized experience requirements described above, your IT experience will be evaluated and expected to include experience in the following competencies:

Time-In-Grade Requirement: In order to be eligible for this position, all current Federal employees must provide proof of meeting the time-in-grade requirement (i.e., at least 52 weeks of experience at the next lower grade level in the Federal service). Undergraduate or Graduate Education: Degree in computer science, engineering, information science, information systems management, mathematics, operations research, statistics, or technology management or degree that provided a minimum of 24 semester hours in one or more of the fields identified above and required the development or adaptation of applications, systems or networks.
