Duties
This position is located in the Office of Enforcement - Division of Audits and Accounting. The Office of Enforcement serves the public interest by ensuring effective regulations and protecting customers through understanding markets and their regulation, timely identifying and remedying market problems, assuring compliance with Commission rules and regulations, and detecting and crafting remedies to address market manipulation and other non-compliance issues.
As EIA, some of your typical work assignments may include:
- Confer with regulated company representatives (e.g., operating personnel, attorneys and consultants) on natural gas/oil and electric industry related issues.
- Assist in the preparation and analysis of data associated with natural gas/oil and electric markets for the purpose of auditing Commission-jurisdictional entities for compliance with Commission tariffs, rules, and regulations.
- Develop and analyze available information sources in the natural gas and oil pipeline and electric utility industries to effectively audit and investigate market structure, conduct, and performance
- Plan and perform routine and moderately complex types of examinations of jurisdictional companies in the electric power, natural gas and oil pipeline industries concentrating on materially relevant issues.
- Perform work individually or as a team member and participate in multiple projects
concurrently, in a different capacity on each.

You can qualify based on your education OR one full year of specialized experience at or equivalent to the GS-09 level, OR have a combination education and experience. Specialized experience is defined as: Experience that shows familiarity or an understanding of natural gas pipelines, oil pipelines, and/or electric utilities pertaining to: (1) business practices, market data and dynamics, and/or operating factors, (2) industry rules, regulations, policies, precedents, and/or decisions governing the regulation of these industries, and/or (3) other experience with energy markets processes..
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills, and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including any volunteer experience.
