This position is located within the U.S. Department of State (State or Department), Office of Inspector General (OIG), which has statutory oversight responsibility covering the Department, the Office of Audits. OIG is responsible for conducting and reporting on inspections, evaluations, investigations, audits, and special inquiries involving all overseas and domestic Department, USAGM, and IBWC programs and operations. OIG has a staff which includes direct hires, a small contingent of Foreign Service Officers (FSOs), and contract employees in domestic and overseas locations in Germany, and Iraq. The OIG inspects more than 260 embassies, diplomatic posts, and international broadcasting installations worldwide to determine whether policy goals are being achieved and whether the interests of the United States are being represented and advanced effectively.
The Office of Management and Resources (MR) provides timely, accurate, and comprehensive administrative support services in the areas of Budget, Human Resources, Information Technology (IT), Internal Controls and Compliance, and broad support services to the OIG. MR is headed by the Assistant Inspector General for Management who also carries the title of Executive Director.
As a Supervisory Information Technology Specialist, the incumbent personally performs IT work and supervises assigned staff within the Office of Chief Information Officer (OCIO).
The incumbent serves as the Enterprise Delivery Manager and acts as the Deputy CIO in cases of the DCIO's absence.
Responsible for customer service and delivery of enterprise applications for three separate network infrastructures and the overall management of cloud systems, business computers, the IT help desk, enterprise applications, database systems.
Work covers a full range of technical issues including software design, programming, technology acquisition, and management services.
Serves as the focal point for overall systems development.
The work involved in the configuration, development, integration, maintenance, and upgrading of the OIG-wide computer systems, including the classified system.
Planning and managing major projects involved in the maintenance of existing hardware and software, in the design and development of new IT systems, and in the acquisition, installation, and testing of new hardware, software, and services used in conjunction with OIG's IT systems.
Contributes to the design, development, and testing of OIG-wide IT initiatives and services in support of the OIG mission and staff. Plans for, evaluating, acquiring, and maintaining IT hardware, software, and services needed to support continuing and emerging OIG mission and staff requirements.
Responsible for life-cycle planning, development, and implementation for ensuring the replacement of hardware, software, and services in accordance with administering, overseeing, and maintaining all OIG systems that has been procured or developed in support of the OIG mission and staff.
Manage major projects involving the development, testing, and implementation of new IT systems designed to meet the specific needs of OIG mission and staff. Managing IT resources, which includes identifying equipment that needs to be replaced, initiating the procurement of new hardware, software, and services in accordance with all applicable legal and regulatory requirements.
Serves as the principal advisor on IT issues and initiatives to OIG executive leadership, the incumbent maintains a forward-looking approach to changing IT needs and requirements. Provides leadership and guidance of strategic IT initiatives, executive level technical expertise, in-depth guidance, counsel, and support to teams of professionals. Ensures operational excellence of OIG technology infrastructure, solutions, systems, support services, and digital innovation while implementing continuous improvement programs.

Experience determining, recommending, defending, and managing the resources required to carry out functions and special projects.
NOTE: In order to qualify for this position, your experience MUST be IT related; the experience may be demonstrated by paid or unpaid experience and/or completion of specific, intensive training (for example, IT certification), as appropriate. There is no substitute of education for specialized experience for the GS-14 position.
