Duties
The Supervisory Healthcare Engineer supports and advances patient care by applying engineering and managerial skills to healthcare engineering. They provide overarching professional services focusing on engineering and/or architecture involved in all aspects of the healthcare delivery processes and systems, ensuring the appropriate infrastructure, facilities, and equipment are available for the medical mission. Healthcare Engineers are a specialized subset of more broadly defined professional engineering or architect occupations with general or specialty area degrees (e.g., general engineering, mechanical engineering, electrical engineering, civil engineering, architecture, architectural engineering, etc.).
Healthcare Engineers collaborate with biomedical engineers to provide seamless integration of medical technology into the patient care environment. They specify the spatial layouts, infrastructure, and environmental requirements to enable medical equipment integration into the healthcare facility. Importantly, Healthcare Engineers must understand functional relationships between clinicians, patients, and supplies, and how those elements interact in a medical space. Using healthcare engineering knowledge, they plan and design custom site preparation requirements for medical equipment, including installation.
At this level, Supervisory Healthcare Engineers are assigned at the facility level, supervising professional engineers and other support positions at GS-13 equivalent and below. Supervisory Healthcare Engineers exercise the full range of supervisory responsibility to include development of performance standards and performance evaluations, recommendations for appointment, awards, advancements, and, when appropriate, disciplinary actions.
Supervisory Healthcare Engineers provide complex professional engineering advice to peers, subordinates and/or non-professional administrators/managers. They review or direct the review of technical plans, specifications and analyses of design as submitted by subordinates. Supervisory Healthcare Engineers review subordinates' activity plans, specifications, and cost estimates for technical adequacy and feasibility. They oversee maintenance standards for advanced equipment or systems technology.
The Healthcare Engineer performs project planning and manages construction for Station Level Projects, including architectural, electrical, life safety, mechanical, civil, and structural. They supervise a large staff of engineers, engineering techs, and specialty shops to accomplish the construction work and maintenance of the organization, in accordance with VA policies and procedures, VA Design Guides, VA Design Manuals, VA Master Specifications, and related industry codes and standards. The incumbent performs project construction management and post project activities while ensuring continuity of building and utility services for medical facility operations.
Assists in development and implementation of the environment of care program that meets current Joint Commission, Food and Drug Administration (FDA), College of American Pathologists (CAP), NFPA, and VA requirements, particularly as it relates to construction safety and infection control.
This position requires exceptional communication ability, both written oral, to facilitate ongoing education of clinical and engineering staff on facility concerns and procedures. Additionally, the Supervisory Healthcare Engineer is expected to articulate engineering concerns as they relate to the broader mission of the Medical Facility and Healthcare System.
The employee independently prioritizes and carries out all assignments within established timelines, making day-to-day decisions using his/her own initiative referring only unusual complex problems to the supervisor. The employee is responsible for the quality and technical accuracy of work performed. Completed work is reviewed from an overall standpoint in terms of feasibility, compatibility with other work, and effectiveness in meeting requirements or achieving expected results.
Follows Life Safety Management (fire protection) procedures. Reports safety hazards, accidents, and injuries. Reviews hazardous materials/Material Safety Data Sheets (MSDS)/waste management. Follows Emergency Preparedness plan.
Demonstrates infection control practices for disease prevention (i.e. hand washing, universal precautions/isolation procedures, including TB requirement/precautions).
