Applies experience and advanced knowledge of engineering principles, theories, and concepts applicable to his/her discipline to accomplish assignments and to develop plans and techniques to improve programs and policies. Requires an advanced knowledge of electronics engineering and specific knowledge of one or more complex NAS systems (RADAR, Instrument Landing Localizer, Glide Slope, Weather and Communications). Identifies and resolves National Airspace System (NAS) operational problems within their specialized area. The engineer analyzes impacts of Obstruction Evaluation/Airport Airspace Analysis (OE/AAA) and Non- Rulemaking Activity (NRA) on NAS operations. Communicates Internal and external concerns and recommends alternatives. Reviews National Change Proposal and provides input.
Defines, plans, and organizes assigned resources to accomplish organizational objectives. Allocates resources to accomplish small work-activities within established schedules.
The journeyman engineer researches and provides technical analysis of electronics problems that affects the NAS. The engineer provides solutions to systemic challenges in their discipline that cause a negative impact on NAS equipment. Reviews engineering plans and specifications for NAS modernization projects and provides comments to address maintainability issues.
Develops engineering solutions for operations projects and prepares briefing sheets describing technical problems and their solutions. Coordinates with all (Districts, Technical Support Groups, System Support Centers Air Traffic and Engineering Services) on issues associated with assigned projects and operational issues.
Prepares site adaptation of standard engineering designs to accommodate land, access, weather, utilities access, seismic consideration and community issues. Develops scope, cost estimate, schedule, and resource requirement for assigned projects and modifies as necessary. The engineer accomplishes project risk mitigation and provides technical support to specialist and engineers for testing, restoration and/or optimization of NAS facilities. Provides construction and installation support to engineers/specialists assigned construction installation projects.
Contacts are internal and external. May act as a key technical point of contact for assigned activities. Contributes to the preparation of management/technical reports or contractual documents. Coordinates support from the NAS Engineering Group, and other technical support organizations as required, and demonstrates independence in planning time and using pertinent resources to accomplish multiple assignments/projects. Assesses the impacts of changes to operations resulting from new requirements, technologies, and budget constraints/changes and takes action to mitigate the impact. Analyzes NAS performance trends and formulates recommend solutions.
Established policies/procedures provide guidance for most assignments but allow considerable discretion to select the most appropriate approach or to recommend new approaches. Assignments typically require solutions that are to be derived by interpreting and extrapolating from situations that were faced in the past.
Basic Requirements:
A. Degree: Engineering. To be acceptable, the program must: (1) lead to a bachelor’s degree in a school of engineering with at least one program accredited by ABET; or (2) include differential and integral calculus and courses (more advanced than first-year physics and chemistry) in five of the following seven areas of engineering science or physics: (a) statics, dynamics; (b) strength of materials (stress-strain relationships); (c) fluid mechanics, hydraulics; (d) thermodynamics; (e) electrical fields and circuits; (f) nature and properties of materials (relating particle and aggregate structure to properties); and (g) any other comparable area of fundamental engineering science or physics, such as optics, heat transfer, soil mechanics, or electronics.

B. Combination of education and experience -- college-level education, training, and/or technical experience that furnished (1) a thorough knowledge of the physical and mathematical sciences underlying engineering, and (2) a good understanding, both theoretical and practical, of the engineering sciences and techniques and their applications to one of the branches of engineering. The adequacy of such background must be demonstrated by one of the following:
1. Professional registration or licensure -- Current registration as an Engineer Intern (EI), Engineer in Training (EIT)1, or licensure as a Professional Engineer (PE) by any State, the District of Columbia, Guam, or Puerto Rico. Absent other means of qualifying under this standard, those applicants who achieved such registration by means other than written test (e.g., State grandfather or eminence provisions) are eligible only for positions that are within or closely related to the specialty field of their registration. For example, an applicant who attains registration through a State Board's eminence provision as a manufacturing engineer typically would be rated eligible only for manufacturing engineering positions.
2. Written Test -- Evidence of having successfully passed the Fundamentals of Engineering (FE)2 examination or any other written test required for professional registration by an engineering licensure board in the various States, the District of Columbia, Guam, and Puerto Rico.
3. Specified academic courses -- Successful completion of at least 60 semester hours of courses in the physical, mathematical, and engineering sciences and that included the courses specified in the basic requirements under paragraph A. The courses must be fully acceptable toward meeting the requirements of an engineering program as described in paragraph A.
4. Related curriculum -- Successful completion of a curriculum leading to a bachelor's degree in an appropriate scientific field, e.g., engineering technology, physics, chemistry, architecture, computer science, mathematics, hydrology, or geology, may be accepted in lieu of a bachelor’s degree in engineering, provided the applicant has had at least 1 year of professional engineering experience acquired under professional engineering supervision and guidance. Ordinarily there should be either an established plan of intensive training to develop professional engineering competence, or several years of prior professional engineering-type experience, e.g., in interdisciplinary positions. (The above examples of related curricula are not all-inclusive.)
To qualify for this position at the FV-I band, you must demonstrate in your application that you possess at least one year (52 weeks) of specialized experience equivalent to the FV-H, FG/GS-11/12 level. Specialized experience is experience that has equipped you with the particular knowledge, skills, and abilities to perform successfully the duties of the position and is typically in or related to the work of the position to be filled.
Specialized experience Includes: Professional engineering knowledge and skill in applying advanced theories, concepts and principles practiced in the science of electronics engineering sufficient to conduct site surveys to ascertain terrain and other physical conditions which have a bearing on electronic instrumentation and test facilities. Experience with field implementation of electronics equipment and site adaptation for local conditions; experience initiating, modifying, and assessing task orders/work releases/contracts with others in response to changes in scope, performance, and cost.
