Knowledge Required by the Position but not limited to;
The AO is responsible for the overall mission, functions, and organization of the agency or component;
the principles, functions, and processes of management and the organization of work; agency program operations, processes, goals, and objectives.
Evaluative, planning, and analytical processes and techniques. Knowledge is applied in a staff advisory capacity to line management in support of planning, development, and execution of agency programs; the administrative management of agencies and their component organizations.
The performance of related functions. The standard is written in the Factor Evaluation System (FES) format. Under the FES, positions are placed in grades on the basis of their duties, responsibilities, and the qualifications required as evaluated in terms of nine factors common to nonsupervisory General

The AO must understand to do acceptable work, such as the steps, procedures, practices, rules, policies, theories, principles, and concepts; and the nature and extent of the skills needed to apply this knowledge.
The AO must have knowledge require skill in applying analytical and evaluative techniques to the identification, consideration, and resolution of issues or problems of a procedural or factual nature. The issues or problems deal with readily observable conditions, written guidelines covering work methods and procedures such as performance and production standards, and information of a factual nature. Included knowledge of the theory and principles of management and organization, including administrative practices and procedures common to organizations, such as those pertaining to areas of responsibility, channels of communication, delegation of authority, routing of correspondence, filing systems, and storage of files and records.
The AO must have skill in applying analytical and evaluative methods and techniques to issues or studies concerning the efficiency and effectiveness of program operations carried out by administrative or professional personnel, or substantive administrative support functions. This level includes knowledge of pertinent laws, regulations, policies and precedents which affect the use of program and related support resources in the area studied. The knowledge is used to plan, schedule, and conduct projects and studies to evaluate and recommend ways to improve the effectiveness and efficiency of work operations in a program or support setting.
The work meets criteria at FL 1-6 level. The work requires the knowledge of the overall VA mission, function, organization, programs, and requirements of healthcare delivery systems in general are required.
Additional knowledge/ skills required, Supervisory Controls, the nature of guidelines and the judgment, gathering information, identifying and analyzing issues, and developing recommendations to resolve substantive problems.
Work Schedule: Monday - Friday 8:00 am - 4:30 pm.
