.Substitution of combination of education and experience must still, in conjunction, minimally satisfy the DHA qualification requirement.
Specialized Experience:
You must have at least one year of specialized experience equivalent in level of difficulty and responsibility to the next lower grade level in the Federal service, or comparable in difficulty and responsibility if outside the Federal service.
For the GS -7: Specialized experience is defined as reviewing and processing a wide variety of non-recurring military payroll transactions; determining entitlements; verifying all documents for propriety, completeness and accuracy; and resolving problems within automated pay accounts related to payroll actions, regulations, policies and procedures.
For the GS -8: Specialized experience is defined as Investigating, resolving and/or identifying problems, errors and discrepancies within an automated military pay system; and reconstructing complex military pay histories to resolve pay and entitlements errors.
USAFMCOM has delegated authority by the Office of the Secretary of Defense to directly appoint qualified candidates possessing a finance, accounting, management, or actuarial science degree, or a related degree from an accredited college or university in a field of study, or equivalent experience, related to the functions of the position to be filled.
GS-07 Substitution of Education for Experience: One full year of graduate level education may be substituted to meet the specialized experience required when it is directly related to the work of the position being filled.
GS-08 Substitution of Education for Experience: Eighteen months of graduate level education may be substituted to meet the specialized experience required when it is directly related to the work of the position being filled.

USAFMCOM is a Major Subordinate Command to the U.S. Army Materiel Command (AMC) whose mission is to deliver logistics, sustainment and material readiness from the installation to the forward tactical edge to ensure globally dominant land force capabilities. USAFMCOM performs Army-wide and Army-unique actions such as financial management functions and financial support services.
