Duties
This position is located in the Office of Energy Policy and Innovation (OEPI) at the Federal Energy Regulatory Commission (FERC) within the Division of Policy Development (DPD) or the Division of Energy Market Assessments (DEMA).
As an Energy Industry Analyst, some of your typical work assignments may include:
- Using a comprehensive knowledge of the following identifying emerging issues, analyzing and interpreting tariff provisions, and recommending or addressing proposed policy, regulatory, market or operational changes: electric and/or natural gas industries; theories of economic regulation and regulatory policy; knowledge of wholesale electric power market design, electric and/or natural gas ratemaking, generator interconnection, transmission planning, transmission cost allocation and transmission rate design, emerging technologies, or other areas relevant to Commission jurisdiction; knowledge of appropriate research methods, relevant statutes, and Commission rules, regulations, and procedures.
- Conducting or directing the comprehensive analyses of, and providing sound policy recommendations on, complex regulatory issues associated with filings and/or other regulatory documents to ensure consistency with pertinent regulatory principles and Commission policies in the areas of wholesale electric power market design, electric and natural gas ratemaking, generator interconnection, transmission planning, transmission cost allocation and transmission rate design, emerging technologies, or other areas relevant to Commission jurisdiction. Identifying, gathering, and analyzing the best data available for policy analysis. Identifying complex regulatory problems and issues and policy options to resolve those problems and issues consistent with the policy objectives of the Commission (e.g., promoting open transmission access and efficient markets).
- Writing, editing and reviewing complex Commission documents, such as policy analyses, reports, policy recommendations, memoranda, notices and proposed orders that contain appropriate discussion and recommendations on economic and regulatory policy issues and that are fully responsive to the written and verbal comments and concerns of reviewers, more experienced analysts, and senior staff. Establishing a good working relationship with stakeholders, including representatives of electric utilities and/or natural gas pipeline companies. Participating as a technical staff representative at technical conferences or industry meetings to resolve or discuss complex issues.
- Either individually, as a team member, or as a team leader, supporting the development of Commission rulemakings, other policy initiatives, and cases. Establishing a good working relationship with other offices in the Commission. Providing assistance to more junior or less experienced staff.

Qualifications

You must have one full year of specialized experience at or equivalent to the GS-13 level. Specialized experience is defined as: experience independently leading teams and performing analysis on policy-related matters associated with complex regulatory, market or operational issues affecting the wholesale electric power or natural gas industries.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills, and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including any volunteer experience.
