The VA Midwest Health Care Network advocates for a Whole Health System of care in each of the Medical Centers. This is an approach to healthcare that empowers and equips people to take charge of their health and well-being and live their lives to the fullest. As an employee operating in a Whole Health System of care, you will operate in a model with three core elements, seeking to create a personalized health plan for each Veteran. The position supports and advances patient care by applying engineering and managerial skills to healthcare engineering as demonstrated by the following major responsibilities:
A. Conducts capital asset and infrastructure planning and design for the medical facility spanning initial
strategic planning, concept development, design, construction, and effective implementation of complex
buildings, utilities, and medical support systems.
B. Manages healthcare engineering project design and administers construction in accordance with VA
policies and procedures, VA Design Guides, VA Design Manuals, VA Master Specifications and related
industry codes and standards.
C. Performs healthcare engineering project construction management and post project activities while
ensuring continuity of building and utility services for medical facility operations.
D. Assists in the provision of a continuing education program for clinical staff and maintenance personnel
addressing the principles and application of building and utility systems in the delivery of health care. This
includes a curriculum that addresses the safe and effective use of medical gases, emergency power,
ventilation, and other healthcare infrastructure related technology. This requires skill to effectively
communicate, both orally and in writing, with a wide variety of individuals, including technical and
professional clinical staff, to communicate technical information.
E. Assists in development and implementation of the environment of care program that meets current Joint
Commission, Food and Drug Administration (FDA), College of American Pathologists (CAP), NFPA, and
F. VA requirements, particularly as it relates to construction safety and infection control.
The position provides information to the Chief of the service regarding various Capital Planning needs for the facility to include information on the status of all assigned ongoing project activities.
G. Makes recommendations relating to energy conservation for feasibility and cost effectiveness and supports the facilities energy goals. Some of these methods may be new to the site or the geographic area of consideration and may require substantial research and analysis.
H. The position coordinates construction activities for a wide range and variety of interrelated systems and
services. Coordinates and monitors planning and answers design problems for the multi-disciplinary projects including all components of the project life cycle from initial planning and concept to design to construction, project completion and warranty periods.
I. The position utilizes skillsets encompassing a wide range of engineering fields including, but not limited to identifying and defining assigned problems dealing with structures, mechanical, HVAC, sprinkler, fire and life safety, architectural, and electrical systems.
J. Performs an array of pre-planning activities that include coordinating cross-departmental planning meetings, developing Scopes of Work, conceptual project designs, and government cost estimates, and ensures project documents are produced in accordance with VA Contracting and Information Security requirements.
K. Develops specifications and plans for alterations, additions to existing buildings, grounds, utility plants and systems, as well as for preparing the site for the installation of highly complex medical equipment ranging from smaller Ultrasound type equipment to larger Magnetic Resonance Imaging (MRI) type equipment.
