Duties
As a Maritime Safety and Social Responsibility Analyst, you will:
- Conduct onboard and on-site assessments of vessel and operating company implementation of programs, policies, procedures, and training required by the Maritime Administration (MARAD) to carry cadets, for prevention and response to sexual harassment and sexual assault (SASH) at sea, following the International Safety Management Code guidelines for verification of compliance in the maritime industry.
- Administer all activities related to the implementation of the Administrations standards program for Cadet Training At-Sea Safety, Every Mariner Builds A Respectful Culture (EMBARC). Conduct reviews of vessel operating companies' policies, procedures and implementation of standards and requirements to prevent SASH aboard U.S. vessels carrying cadets.
- Administer various strategic engagement initiatives with the U.S. Maritime Industry and federal stakeholders related to mariner training, education, and SASH prevention at sea.
- Administer and provides staff support to shipping companies, the U.S. Merchant Marine Academy (USMMA), all State Maritime Academies, maritime unions and other government agencies to ensure a safe, respectful and professional environment for cadets at-sea training as part of the USMMA Sea Year Program, State Maritime Academy shipping programs, and other at-sea training programs that produce credentialed mariners.
- Complete projects and task assigned by the Office of Cadet Training At-Sea Safety Director to ensure the office meets all congressional mandates, Department of Transportation and MARAD strategies, goals, and objectives. Participate in special projects and initiatives to ensure continuous improvement of the Office and Administration.
The ideal candidate will demonstrated experience working in the U.S. maritime industry at sea, or ashore, and knowledge of maritime safety management systems, quality management systems, maritime training programs, domestic and international maritime and coast guard law, regulations, and regulatory compliance methods, sufficient to conduct maritime compliance assessments, lead strategic engagements, analyze information, and provide recommendations/solutions to the most challenging issues facing the maritime industry. The candidate must be able to regularly travel to conduct vessel assessments and have shipboard knowledge and familiarity to assess shipboard conditions safely and independently.

CONDITIONS OF EMPLOYMENT:

Qualifications
To meet the minimum qualifications for this position, you must meet the specialized experience qualifications for the grade at which you are requesting consideration.
To qualify for the Grade 12, you must have at least one year of experience equal or equivalent to the GS-11 it must include:
- Experience in the U.S. Maritime Industry working with vessel or company safety management system or quality management systems.
- Experience in the U.S. Maritime Industry as an auditor, inspector or compliance specialist working with a vessel or company safety management system or quality management system, with knowledge of compliance procedures for assessing, evaluating, and monitoring programs for compliance with Federal laws, regulations, and guidance.
- Experience communicating with officials from public and private sector organizations and varying interest stakeholders, building consensus to represent or support representatives of an organization to accomplish the organizations goals.
To qualify for the Grade 13, you must have at least one year of experience equal or equivalent to the GS-12, it must include:
- Experience in the U.S. Maritime Industry in a management-level role working with vessel or company safety management systems or quality management systems.
- Experience in the U.S. Maritime Industry as an auditor, inspector or compliance manager working with a vessel or company safety management system or quality management system with knowledge of compliance procedures for assessing, evaluating, and monitoring programs for compliance with Federal laws, regulations, and guidance.
- Experience leading communications with officials from public and private sector organizations and varying interest stakeholders, building consensus to represent or support representatives of an organization to accomplish the organizations goals.
