The Office of Foreign Litigation (OFL) is responsible for handling litigation in foreign courts in which the United States is a party or has an interest. The Senior Level (SL) advises as an international law expert. The SL attorney advises the entire OFL staff, as well as others in the Department of Justice (Department) and Executive Branch, on international law issues. The SL provides key direction to foreign counsel across the globe.
