Summary

Help
  • Leads major developmental efforts and critical projects and acts as a liaison with other CMS components and outside agencies on major initiatives.
  • Serves as a technical and actuarial expert, exercising significant responsibility for providing authoritative advisory services to senior level managers within and outside of the Federal government on a variety of Medicaid managed care issues.
  • Serves as a subject matter expert and team leader, assuming responsibility for the development of project planning, coordination of overall team efforts, and maintaining appropriate lines of communication.
  • Reviews and analyzes current professional literature and insurance provider industry experience to detect any trends that may have a significant impact on Medicaid managed care.
  • Serves as CMS’s technical and actuarial expert and consultant, exercising significant responsibility for providing technically authoritative advisory services to senior level managers.

In order to qualify for the GS-15, you must meet the following: You must demonstrate in your resume at least one year (52 weeks) of qualifying specialized experience equivalent to the GS-14 grade level in the Federal government, obtained in either the private or public sector, to include:

1. Performing actuarial analysis to devise actuarial recommendations and evaluating actuarial projects.
2. Developing processes to review actuarial rates for health care programs. AND
3. Communicating actuarial data and information to CMS components and senior leaders.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Time-in-Grade: To be eligible, current Federal employees must have served at least 52 weeks (one year) at the next lower grade level from the position/grade level(s) to which they are applying.

Education

Education Requirement: In addition to meeting the qualification requirements, all candidates must have the following educational requirements:

1) A bachelor's degree that included courses in actuarial science, mathematics, relevant statistics, business, finance, economics, insurance, or computer science totaling at least 24 semester hours. This course work included a minimum of 12 semester hours of mathematics that included differential and integral calculus and one or more courses in mathematics for which these calculus courses were prerequisites. (TRANSCRIPT(S) WITH REQUIRED COURSES MUST BE SUBMITTED AT TIME OF APPLICATION)

OR

2) A combination of education and experience that includes both of the following requirements: Technical work experience in actuarial support work or in mathematics; AND Completion of a minimum of 24 semester hours of courses in actuarial science, mathematics, relevant statistics, business, finance, economics, insurance, or computer science at a four year college or university. This course work must have included a minimum of 12 semester hours of mathematics that included differential and integral calculus and one or more courses in mathematics for which these calculus courses were prerequisites. Workplace Flexibility at CMS: This position has a regular and recurring reporting requirement to the CMS office listed in this announcement; however, CMS offers flexible working arrangements and allows employees the opportunity to participate in telework combined with alternative work schedules at the manager's discretion. This position may be authorized for telework. Telework eligibility will be discussed during the interview process. Supervisory positions must report a minimum 2 times per week and non-Supervisory positions must report a minimum of 2 times per pay period.
