Serves as a Supervisory Logistics Management Specialist, applies a comprehensive knowledge of the technical aspects of the work directed including but not limited to receipt, inspection and storage of materials required for the effective and efficient maintenance and operation of the NAS. As the Branch Manager, directs and assigns work of team members, evaluates work for achievement of goals/ objectives, balances assignments and approves leave requests. Participates in developing responses to bargaining unit inquires, grievances, and notification to union representatives. Reports and makes recommendation to the Division manager on performance, progress and training needs of employees, complaint resolution, and disciplinary actions. Makes recommendations to Division managers regarding promotions, reassignment, recognition, and personnel needs. Leads a group of employees in lower level job categories that are involved in performing supply inspection/receiving activities on behalf of the organization.
Applies a detailed knowledge of budget, human resource, and other administrative policies and procedures, and a detailed understanding of the objectives of the organizational unit. Utilizes knowledge of logistics programs/operations and a detailed understanding of automated warehouse management systems to manage projects and programs. Monitors effectiveness of operations and identifies problems utilizing appropriate regulations and procedures. Identifies and initiates alternate supply support methods which are consistent with program measures and applicable policies.
Directs activities related to the Division budget and personnel requirements, work measurements, and other administrative activities in support of branch operations. Uses assigned budget, staff, and other resources to accomplish project/program objectives. Manages budget and requests additional resources, as needed. Contributes to budget planning process and projects short-term future needs.
Contacts are primarily within the organizational unit/major subdivision with subordinates, peers, and higher-level managers to discuss the status of projects/programs and to share information. May also have frequent contact with customers to explain policies, procedures or for other project/program purposes.
Established guidelines, policies, and procedures typically govern work. Resolves routine problems independently, but consults with higher-level management when existing guidelines are not available or applicable to complex problems. May be called upon to assist in the development of new policies and procedures.
Individual and organizational performance is typically reviewed periodically by higher level management, often through status reports and organizational performance measures, to ensure timeliness, policy compliance, and alignment with project/program objectives. Work activities typically impact directly on the objectives of the organizational unit. In some areas, the work may affect the organizational unit's internal and external customers.
To qualify for this FV-I (FG/GS-13) position you must demonstrate in your application that you possess at least one year of specialized experience equivalent to FV-H (FG/GS-12) level. Specialized experience is experience that has equipped you with the particular knowledge, skills, and abilities to perform successfully the duties of the position.
SPECIALIZED EXPERIENCE includes: experience evaluating supply storage, receipt, distribution, inspection and control actions. Experience performing leadership functions for projects, programs, studies or other work activities while tasked with evaluating the quality of supply chain services delivered by the branch. Experience leading subordinate employees at the organizational unit level.
