Responsible for initiating, coordinating, and tracking initial and periodic re-verification (i.e. every five years) background checks, including local Installation Record Checks and Child National Agency Check with Inquiries (CNACI). Incumbent processes security employment suitability requests ensuring issuance on a need-to-know basis only; investigative basis is current, completed and favorable; initiates investigations as necessary; assists with review of Personnel Security Investigations (PSA); accesses the Joint Personnel Adjudication System (JPAS) to perform personnel security checks, and utilizes the Electronic Questionnaire for Investigations Processing (e-QIP) to transmit documentation to the Central Suitability Office (CSO) and may transmit on occasion to the Office of Personnel Management (OPM).
Incumbent initiates and completes all Childcare background documents, ensuring accuracy and uploads to the CSO for processing. Contacts candidates, employees, volunteers, CDH Providers and Family Members to initiate background check process requirements and provides instructions. Prior to submission of eQip to CSO will ensure all information is correct. Coordinates candidate's completion of CNACI and FBI fingerprints through the Central Suitability Office. Submits and tracks Installation Records Checks to Central Suitability Office. Reviews CSO spreadsheet/database on a regular basis.
Incumbent reviews background check results and identifies any derogatory or disqualifying information that may have an adverse impact on the security employment suitability eligibility determination and/or assignment or retention in a position. Upon receipt of derogatory information on employee or candidate, requests a statement from the employee. Upon receipt of statement, works with installation and/or Region Security management for evaluation and local suitability determinations. Upon determination, uploads documentation to CSO.
Incumbent helps perform other administrative functions relative to the overall operation of the NAF HR Office and responds to inquiries from management, departments/facilities serviced regarding processing of background checks.
Performs other related duties as assigned.
Requires practical knowledge of security procedures, processes, methods, and techniques. Detailed knowledge of specific procedures and policies will be gained within the assignment.
Skill in verbal expression to explain processes and procedural matters
Must possess excellent computer skills and be able to reach high level of proficiency in agency systems including civilian timekeeping systems, automated fingerprint and security systems, regional personnel and safety databases and non-appropriated personnel systems (SAPHR)
Must have demonstrated proficiency in the use of Microsoft Office software, primarily Excel, Word, PowerPoint and Outlook to input and maintain records, create reports and presentation materials, and communicate with employees.
Must possess good verbal and written communication skills including grammar, spelling, punctuation, phone etiquette and basic business writing skills.
You will receive credit for all qualifying experience, including volunteer and part time experience. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., professional, philanthropic, religious, spiritual, community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment.
