The Management and Program Analyst applies experience and comprehensive knowledge of analytical and evaluative methods to conduct studies, analyze findings and make recommendations regarding internal workforce distribution needs, organizational improvements, proposed reorganizations and realignment of functions within the (PMO) Project Management Office. Performs multiple, varying and complex assignments under the minimal direction of a manager/project/program manager, team leader or more experienced professional. May act as a contributing specialist on large work activities or as a project manager or team leader for large projects/programs/activities. Acts as a point of contact to provide advice and guidance on the applications of policies and procedures to the AJM management team on business operational needs and on ways to improve employee management relationships and internal dynamics. This work impacts directly on the objectives of one or more organizational units, and AJM's strategic alignment, direction and resources to accomplish its mission, vision and goals.
Uses comprehensive knowledge in applying the principals of program/project management to lead ad hoc teams in studying large volumes of complex data to develop reports and material for internal management review and decision-making, including graphs and charts, presentations, and written responses. Applies experience using technological media, including spreadsheet, word, and database programs as well as various business analysis tools to prepare and import management reports. Develops and recommends approaches to address current and anticipated problems and issues. Works with management and/or more experienced professionals to solve problems.
Applies qualitative and quantitative processes, such as surveys and data collection to analyze organization structures and workflow processes. Uses experience with organization development processes to compile data for improving and reinforcing strategies and structures related to the business capacity. Provides analytical data to provide insight to management during the planning stages of proposed internal restructuring/ realignments and coordinates requests up to the corporate realignment team. Assists with the efficient use of organization resources and reconciles on-board data with official records. Collaborates with other ATO service units to coordinate requests to revise or establish new positions and ensures that position documentation packages are complete prior to submission.
Identifies, analyzes, and evaluates program staffing requirements and plans to design and recommend solutions to complex problems, which aids in management decision-making. Applies experience and knowledge of administrative processes, such as Federal Aviation Administration (FAA) ATO business rules to analyze data to ensure compliance with policies and procedures, to recommend solutions to complex problems, and improvements to systems and processes to improve operational efficiency. Evaluates proposals to ensure that they comply with FAA/ATO procedures and requirements and recommends changes as appropriate. Provides guidance to less experienced professionals and defines and develops internal policies and procedures.
Contacts are internal and external. May be called upon to communicate FAA positions on policies and procedures internally and externally. Prepares and reviews management reports and/or contractual documents. Established policies/procedures provide guidance for most assignments but allow considerable discretion for employee to select the most appropriate approach(es) or develop new approaches. Assignments regularly require interpretations of internal and external policies and extrapolations from precedents. Work is reviewed rarely, typically though status reports and at project completion, to ensure policy compliance and alignment with the requirements of projects and/or other work activities.

To qualify for this position, you must demonstrate in your application that you possess at least one year of specialized experience equivalent to FV-H, FG/GS-12.
