WHAT IS THE CHIEF FINANCIAL OFFICER-CFODIVISION?

Vacancies will be filled in the following specialty areas: The Chief Financial Officer, Deputy CFO, Senior ACFO Financial Management, Financial Reporting Analysis.
The following are the duties of this position at the full working level.
-Reviews and interprets federal legislation, rules, standards, and regulations pertaining to accounting and financial management.
-Analyzes and evaluates agency-wide accounting operations, policies, procedures, and systems for
compliance with standards and internal controls.
-Participates in the design of and implements and assesses internal control processes and systems
pertaining to agency-wide accounting and financial management activities.
-Prepares, analyzes, interprets, reviews, and presents accounting data, reports, and financial statements. Provides technical support to the financial statement audit.
-Applies cost accounting methodologies to agency-wide data and systems, in partnership with business
units, to report the cost of major activities for management information purposes.
This position has career progression. If you are selected at a grade level lower than the full working level, you may be non-competitively promoted as your career progresses. For example, you may be hired as a GS-05, but if the position has career progression to GS-11, then you may move from a GS-05 to a GS-11 in as little as three years.

You must show proof the education credentials have been deemed to be at least equivalent to that gained in conventional U.S. education program. SPECIALIZED EXPERIENCE GS-12: In addition to the basic requirements, to be eligible for this position at this grade level, you must meet the specialized experience requirements below. At least one year of specialized experience equivalent to the grade 11 level in the federal government. To be qualifying your experience must demonstrate professional knowledge of: federal accounting principles and techniques to ensure compliance; analytical and evaluative methods applicable to administering accounting and financial management programs; Experience applying theories, techniques and practices of change management, project management, and business process re-engineering techniques to improve quality effectiveness; automated accounting systems and related systems (e.g., payroll) to ensure proper application of accounting standards and practices; Experience with a wide range of data gathering techniques and their use with technical program areas to ensure quality of analyses. In addition, your experience should include providing program and technical leadership to assess the effectiveness of systems, programs and polices; Improving existing business processes; and resolving accounting problems and issues; Experience with analytical and problem-solving techniques directed toward improving accounting program efficiency and effectiveness; and experience making decisions regarding the best approaches to assure functional efficiencies.
