Duties
As a Realty Specialist (Infrastructure Projects), you will:
- Provide technical expertise in managing rights-of-way acquisition, including survey standards and damages.
- Provide land appraisals, conducts cost comparison data collection for establishing land values, and investigates and initiates remedial actions for encroachments or alignment change actions on existing facilities.
- Serve as a liaison and technical expert in land activities dealing with private landowners and Federal, state, local, and Tribal land management agencies such as the Bureau of Land Management, Forest Service, Arizona State Land Department, and Bureau of Indian Affairs.
- Determine the most effective strategies and procedural and technical requirements necessary to obtain the required interests and/or rights-of-way from these agencies.

- This position requires the ability to operate a Government vehicle. The incumbent must be able to obtain and maintain a defensive drivers certification and have a valid state driver's license in order to visit field sites, some of which are remote or in locations affected by natural disasters. Defensive driver's training will be completed upon employment.
- During field site visits, the incumbent may be subject to inclement weather conditions such as rough terrain, high temperatures, rain, sleet, snow, and extreme cold.
Qualifications
SPECIALIZED EXPERIENCE REQUIREMENTS: A qualified candidate's online application and resume must demonstrate at least one year (52 weeks) of specialized experience equivalent to the next lower grade level [GS-11] or pay band in the Federal service. This experience must meet all four (4) of the following:
- Land acquisition methods, procedures, and policies of the Federal government, including the Uniform Relocation Assistance and Real Property Acquisition Policies Act of 1970.
- Technical expert in real estate terminology, principles, procedures, concepts, practices, and various types of land conveyance documents, instruments, terms, and related matters sufficient to handle a full range of realty transactions.
- Knowledge with Federal laws, rules, regulations, policies and practices of implementing Federal property management and Federal, state and local government real estate laws.
- Project management practices, problem solving, and effective communication.
