As a Supervisory Program Manager, you will perform the following duties:
- Direct the operations and functions of the Facilities Planning Office in support of Department of Commerce (DOC) and National Oceanic and Atmospheric Administration (NOAA) strategic plans, objectives and goals. Establish and oversee the execution of major construction and restoration projects, including development of project budgets and execution schedules; make recommendations for actions when adjustments or a different course of action is necessary.
- Ensure effective implementation of NOAA's Strategic Facilities Plan to ensure facilities support scientific mission accomplishment; conduct program reviews and reports on all aspects of NOAA facilities. Advise management on the implementation of standardized practices and principles; incorporating strategies and identifying barriers and/or problems that adversely affect construction and facilities development; offer potential solutions.
- Organize and assign work and make changes or adjustments in internal functions to better accomplish mission objectives. Exercise delegated authority to oversee the overall planning, direction, and timely execution of the administration and management program. Approve multiyear and longer-range work plans developed by the supervisors or managers of subordinate organizational units and subsequently manage the overall work to enhance achievement of the goals and objectives.
- The supervisor has full supervisory authority. Plan work to be accomplished by subordinates, set the short term and long-term work priorities and prepare schedules and resources needed to accomplish the work. Manage the development of defining, distributing and balancing workload and tasks among employees in accordance with established work flow, skill level and/or occupational specialization.
This position will be filled under the DOC Alternative Personnel System (CAPS). This system replaced the Federal GS pay plan and structure. Under CAPS, positions are classified by career, pay plan, and pay band. The ZA-5 is equivalent to the GS-15.
NOTE:
* A one year probationary period may be required.
* A one year supervisory probationary period may be required. (Probationary periods may be served concurrently)
* Payment of relocation expenses is not authorized.
* This position is not in the bargaining unit.
