This position is located at James A. Garfield National Historic Site but also serves as an administrative associate for 4 parks within the East Business Management Group. The GS-5 and GS-6 levels will be developmental and have greater supervisory oversight and review. This is a developmental position with promotion potential to GS-7. This position has the same duties and responsibilities as described at the GS-7 level except more specific assistance and guidance will be provided.
Provides accurate and reliable information on the administrative functions of the park. Interacts with managers, supervisors, and staff members on matters related to administrative services by attending meetings and serving on appropriate work teams/groups.
Collects data for the unit's operating budget, consolidates material into an annual unit budget; sets up controls to monitor expenses during the year; and recommends budget adjustments including restructuring budget allocations or work plans to deal with changing situations such as varying costs for equipment parts, or services, and changes in the availability of funds.
Serves as advisor to the unit on procedures for the procurement of goods and services, and within delegated authority purchases supplies, equipment, and services for the unit utilizing a purchase card, or a blanket purchase agreement under micro-purchase authorities.
Serves as the primary timekeeper for the unit. Reviews time and attendance reports for employees and assures reports are correctly entered into Quicktime. Maintains files and training certificates on Quicktime Certifiers and Timekeepers. Responds to and resolves issues involving Quicktime Administration, which may include requests to add/remove employees, name changes and passwords. Advises supervisors and employees concerning questions about pay, hours of duty and leave. Provides technical assistance as needed.
Responsible for the administrative oversight of various administrative processes, which may include processing financial, procurement, property, human resources, and other administrative forms or documents for the unit. Maintains tracking logs, action items, and manages administrative suspense items and transaction records.

Area Information
James A. Garfield National Historic Site is located in the city of Mentor in northeast Ohio. Mentor (population 50,000) is located about 25 miles east of Cleveland, with access to all the cultural attractions, shopping, educational institutions, and restaurants of this major metropolitan area. Recreational opportunities in or near Mentor include: Headlands Beach State Park on Lake Erie; numerous Lake Metroparks; Cuyahoga Valley National Park; the Rock 'n Roll Hall of Fame; several major and minor league sports teams; the Cleveland Art Museum; and much more. The area has access to a wide range of housing styles and price ranges, public and private school systems, several nationally renowned colleges, and one of the nation's premier health care systems - all available within a reasonable commuting distance.
James A. Garfield National Historic Site is comprised of the remaining 7.8 acres of what was once a nearly 160-acre farm owned by James Abram Garfield, twentieth President of the United States. Garfield ran his 1880 presidential campaign from the home found here. The site now contains several historic structures, many of which were added after President Garfield's assassination in 1881. The home now contains the Memorial Library added by the President's widow, Lucretia Rudolph Garfield, after her husband's death. This addition is considered the nation's first presidential library. The Site also has a visitor center with museum exhibits about the Garfields and an 18-minutes biographical film on James A. Garfield. The Site hosts numerous special events each year. Annual visitation is normally between 30,000 and 40,000. James A. Garfield National Historic Site is an National Historic Landmark and is on the National Register of Historic Places
