Provide evaluation and reporting of results observed to higher headquarters. Conducts no-notice alert force exercises for the purpose of exercising/assessing the capability of all or any portion of the peacetime air defense system. Conduct exercise debriefings during which exercise problems and observations are presented to unit commanders, their staffs, and other interested personnel. Ensure exercise planners review operational, logistical, support, and force protection requirements, command relationships, applicable plans, After Actions Reports (AAR), lessons learned databases, corrective action reports, observation reports, and guidance from higher headquarters to determine appropriate exercise objectives and ensures the exercise design supports training objectives.
Plan, organize, and direct the activities of Combat Training System (CTS), ensuring compliance with legal and regulatory requirements and meeting customer needs. Develop goals and objectives that integrate organization and CTS objectives. Research, interpret, analyze and apply applicable and current directives and policies. Establish policies and procedures for accomplishment of headquarters level oversight, supervision, expert technical guidance for the CRTC, combat airspace training facilities, and aerial gunnery and bombardment ranges regarding management of training airspace resources. Manage and control CRTC training airspace, requirements, procedures, acquisition, and specifications for the CRTC, and identify and resolves critical problems that could adversely affect the ANG and USAF air superiority capability. Approve policy and plans that provide necessary aerial training that allows for effective and successful worldwide projection of ANG flying units in support of global tasking, both wartime and contingencies. Integrates evolving technology in the enhancement of aircrew training. Provide inputs to airspace proposals for integration with the National Airspace System (NAS) administered by the Federal Aviation Administration (FAA). Provide policy and guidance inputs to senior CRTC leadership in support of the National and Regional Airspace and Range Councils. Coordinate plan and schedule with other organization managers and customers as appropriate. Identify need for changes in priorities and takes action to implement such changes. Plan work to be accomplished by subordinates, set and adjust short-term priorities, and prepare schedules. Assign work to subordinate employees based on organization priorities and consideration of difficulty and requirements of assignments such that the experience, training, and abilities of staff are effectively utilized to meet organization and customer needs. Balance workload and provide advice, guidance, and direction on a wide range of CRTC and administrative issues. Structure assignments to create effective and economical positions. Coordinate with other organization managers and customers as appropriate. Review organization mission, functions, and manning. Identify requirements and initiates requests for additional resources including personnel, overtime, equipment, supplies, and space to ensure success in meeting goals and objectives. Advise supervisor on significant issues and problems related to work accomplishment. Establish metrics and analysis systems to ensure actions are timely and reviewed at critical points. Accept, amend, or reject work presented by subordinates. Perform self-inspection and present detailed and comprehensive report with any corrective action taken to supervisor. Ensure complete and quality resolution of discrepancies. Assess and revise policies and procedures as needed to find ways to improve quality, timeliness, and efficiency of work.
Establish, develop, and maintain effective working relationships with CRTC Staff, other DoD services, supported MAJCOMs, Numbered Air Forces, and ANG flying units. Meet with key customers and coordinating officials to assess customer satisfaction, explain organization policy and procedures, and resolve problems that arise. Provide customer guidance and training. Participate in special projects and initiatives and performs special assignments. Identify the need for special projects and initiate milestones and goals. Evaluate reports by analyzing facts and performing appropriate research and prepare detailed responses. Determine appropriate recommendations for unresolved or questionable problems and performs follow-up. Research and determine or recommend appropriate actions or interpret issues that impact the CRTC.
Physical Security and Positive Control. Manage on-site contract support provided to maintain and operate Electronic Warfare simulators, Tactical Data Link systems, and Air Combat Maneuvering and Instrumentation systems. Maintain physical security of classified equipment and information involved to include COMSEC, classified briefing rooms and storage areas.
Perform other duties as assigned.
