About the Position: This position is a DOD Cyber Excepted Service (CES) personnel system position in the Excepted Service under 10 USC 1599f. Basic Requirement for Management Analyst:
GG-11 Specialized and Other Experience: One year of specialized experience which includes reviewing manpower and organization policies, regulations, or directives for accuracy; advising management on organization and functional changes impacting various facets of manpower management; and assisting in directing taskers to ensure agency actions are routed and provided response to the request.

Education: Ph.D or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree or LL.M. in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as: such as Business Management, Business Administration, or other fields related to the position. (Note: You must attach a copy of your transcripts.)

Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages.
GG-12 Specialized and Other Experience: One year of specialized experience which includes providing guidance and technical advice necessary to accomplish the mission utilizing systems such as Acquisition Requirements Tracking System (ARTS), Army Vantage, and hardcopy contract files; analyzing manpower performance data and process standards in order to identify command needs; ensuring all taskers are answered, directed or coordinated and determine if the response answers the request; and drafting correspondence and preparing briefs and recommendations for higher level decisions.
