The Program Specialist serves as the primary eLearning Representative for content integration efforts related to air traffic and technical operations technical training courses created by and under the auspices of the Technical Training Directorate (AJI-2). Provides leadership for highly complex and challenging activities under the minimal direction of a manager or executive. Applies experience and expert knowledge of automated learning platforms to analyze, evaluate and transition technical training courses to new and revised automated platforms, such as the Federal Aviation Administration's (FAA) eLearning Management Systems (eLMs) and Blackboard. These work activities typically directly impact the objectives of other ATO Service Units, such as Air Traffic Services and Technical Operations; the ATO as a whole; and the FAA. This work is critical to the continued development of the operational workforce and the safety of the National Airspace System (NAS).
Acts as a principal specialist to plan and carry out challenging and complex assignments to develop new and innovative approaches to improve and optimize the use of eLMS and Blackboard as a learning platform for technical training courses. Develops and/or revises AJI standard operating procedures for use of eLMS, Blackboard Learn and other training related systems, taking into consideration FAA policies, Government-wide rules and regulations, and external concerns.
Applies program/project management principles and techniques to serve as the Primary Level 1(PL1) Administrator for ATO Technical Training operational courses and content in eLMS and Blackboard Learn. Leads large project teams in the integration of eLearning content to automated platforms (e.g. Blackboard). As necessary, develops a project plan and strategy to address system configuration issues, system operations, and business processes related to training administration. Creates and maintains curricula in eLMS and loads courses into operational workforce training plans. Applies knowledge of FAA's policies and objectives to identify, define, and organize resources for large projects/programs/work activities. Acquires and allocates resources to accomplish activities within established schedules and budgetary requirements.
Develops and recommends approaches to address current and anticipated problems and issues requiring eLMS program changes and the development of Job Aids to assist ATO users in logging into the system and launching on-line content. Uses automated systems and technological medium such as Knowledge Sharing Network (KSA) Applications, and Microsoft Office Suite to compile data to develop analytical reports. Provides guidance to peer and lower-level staff to address diverse, complex issues impacting the development and delivery of eLMS training courses. Identifies and resolves challenging problems or issues that often cross- organizational boundaries between operational service units to ensure access to the tools and processes used to deliver on-line content including eLearning, exams/assessments, surveys and virtual classrooms. Applies skill using automated mailboxes to review, research, analyze, distribute or resolve requests from stakeholders throughout the operational workforce.
Contacts are internal and external. Often represents AJI and the ATO as a principal point of contact to provide advice and guidance on the application of internal AJI training programs, policies and procedures to the Human Resources Office and the Department of Transportation for addressing eLMS and Blackboard system configuration issues, systems operations and business processes for ATO operational workforce technical training.
To qualify for this position you must demonstrate in your application that you possess at least one year of specialized experience equivalent to the FV-I, FG/GS-13 level. This experience is typically related to the line of work of the position to be filled and which has equipped the applicant with the particular knowledge, skills, and abilities to successfully perform the duties of the position. To be creditable, specialized experience must have been at least equivalent to the next lower level in the normal line of progression for the occupation in the organization.
SPECIALIZED EXPERIENCE IS DEFINED AS:
Experience working within automated learning platforms to perform administrative functions including content and learning item management.
Experience using automated systems and technological medium to compile data to develop analytical reports.
Experience developing standard operating procedures/business processes related to the use of learning management systems and training administration.
