The Colin Powell Leadership Program is seeking highly motivated applicants from a variety of backgrounds who possess the potential and aspiration to become future Civil Service leaders at the U.S. Department of State.

The Colin Powell Leadership Program fellowship is a one-year competitive service program. The incumbent receives work assignments and will complete specified career-related training and developmental assignments designed to provide productive work experience and to provide leader experience applicable to a future career in federal service.
GS-07:
Essential duties of this position may include:
Participates in studies of conventional problems managing program implementation at the operational level. Under guidance, compiles facts and findings for use by managers of headquarters functions and evaluates policies in assigned areas of responsibility.
Participates in special studies of the administrative management aspects of sensitive situations identified by the Bureau, Department, or external audit organizations. He/she gathers facts and analyzes results relevant to the specific issues he/she has been assigned to investigate and collaborates with other appropriate organizations in gathering and analyzing facts and data. Formulates conclusions and recommendations for action and submits them for incorporation into a formal written report and oral presentations, as necessary, for various levels of management.
Analyst may participate in training personnel regarding guidelines and systems. May formulate training materials as required.

GS-09:
Essential duties of this position may include:

Advocates Bureau views and policy positions, takes note of opposing points of view, and develops oral and written reports for Bureau management. Maintains liaison with staff members of the appropriate Departmental or external organizations.

Drafts comments and impact statements and recommendations on these issuances for consideration by management at the Bureau and higher levels.
Supports higher graded analysts in conducting assigned segments or phases of projects involving development, implementation, or monitoring of sophisticated management information systems that focus on the Bureau’s progress in executing long and short range plans, implementing policies, and managing programs by tracking the accomplishment of goals, objectives and priorities established by statutes, executive orders, the Department, the Under Secretary, or Assistant Secretary.
Incumbent represents the Bureau at meetings and conferences as directed by his/her supervisor or higher-level manager. Advocates Bureau views and policy positions, takes note of opposing points of view, and develops oral and written reports for Bureau management. Maintains liaison with staff members of the appropriate Departmental or external organizations. Applies generally accepted management principles and practices, as reflected in the Departmental management guidelines and described in the technical literature on the subject, quantitative and qualitative analytical methods, and knowledge of Bureau missions, functions, and relationships within and outside the Department in order to make the most efficient use of resources.
