The position is under the VISN 21 Managerial Cost Accounting (MCA) Officer and is responsible for the development, implementation, operation, validation, and support of MCA in the VISN 21 VA Sierra Pacific Network. The incumbent supports enhanced data-driven management processes with the primary goal of improving the Network's ability to meet the health care needs of the patient population served. The incumbent provides information on resource management, patient care delivery processes, and utilization information linked to outcomes. This position is assigned to one of three combined VA Medical Centers within VISN 21.
The incumbent is also part of the overall VISN MCA team, and can be tasked to provide support (analysis and recommendations) to any/all sites in the areas of cost, utilization, and quality associated with the delivery of healthcare at the patient level. Due to the complexity of MCA and the medical facility the incumbent will provide recommendations based on detailed analysis on issues related to tertiary facilities. Reports will include detailed plans, goals and objectives for executive leadership to implement recommendations.
MCA heavily utilizes the Decision Support System (DSS) which is a managerial cost accounting system that directly affects patient management by providing data on patterns of care and patient outcomes, as well as their resource and cost implications. Cost information from DSS is factored into the national VERA reimbursement calculation. As such, the incumbent is required to conduct studies/analyses of clinical and administrative operations, analyze findings, and develop recommendations to the VISN MCA Officer, Medical Center Directors, and other senior leadership on areas for improvement. The incumbent is not only familiar with VA's cost structure, but can also compare and contrast to clinical benchmarks, such as ASPIRE, IPEC, OPES, and NUMI. DSS has been designated as a major VA computer package. DSS is an automated clinical and financial managerial cost accounting system which will enable VA managers to improve the tracking and analysis of the cost of supplies and services provided.
The incumbent will directly communicate with VISN leadership, including the Deputy Network Director and CFO, to design projects to meet the strategic objectives of the VISN. The position will require the ability to obtain, interpret, and analyze information from MCA, VISTA, Corporate Data Center (also known as Austin Automation Center), and other PC-based systems (e.g. Excel, Access, SQL). The incumbent provides support to the Network MCA Officer, Network Chief Medical Officer (CMO), VAMC Directors and Chiefs of Staff, department managers, VISN MCA Team, and others in strategic planning, designing, integrating, implement, modifying, and improving health care systems. Knowledge and experience in the following areas is required: financial principles, cost accounting, health care operations, the delivery of clinical services, health care performance measures, and/or health care informatics.
