Duties

Help
  • You will serve as a TELECOMMUNICATIONS MANAGER in the Navy Marine Corps Spectrum Center (NMSC), Navy and Marine Corps Spectrum Office (NMCSO), Honolulu. HI
  • You will analyze technical data of communication systems of radio equipment and radio propagation, initiate and direct actions to eliminate conflicts in frequency assignments as a result of the heavily congested radio frequency spectrum.
  • You will provide technical guidance, recommendations and spectrum management assistance to Navy and Marine Corps commands worldwide
  • You will oversee and maintain a continuous program of monitoring, tracking and advising of frequency assignment record reviews.
  • You will plan regular work assignments, prepare plans to meet substantial changes in workload, and justify revisions in staffing levels, work priorities and deadlines.

Qualifications

BASIC REQUIREMENTS:

Education:
Undergraduate and Graduate Education:
Major study -- electrical or electronic engineering, mathematics, physics, public utilities, statistics, computer science, telecommunications management, information systems management, business administration, industrial management, or other fields related to the position to be filled.

Other Education: Communications/electronics or automatic data processing training in technical institutes or business schools above the high school level or in Armed Forces schools that included advanced instruction in addition to basic courses, may be substituted for general experience on a month-for-month basis.

OR

Experience:
General Experience (for GS-5 positions):
Experience that provided a basic knowledge of telecommunications functions, problems, and/or solutions.

Specialized Experience (for positions above GS-5): Experience in evaluating, analyzing, developing, managing, or improving communications systems, procedures, and requirements that demonstrated knowledge of current developments and trends in communications concepts and technology.



EXPERIENCE:
In addition to the basic education listed above, Your resume must also demonstrate at least one year of specialized experience at or equivalent to the GS-12 grade level or pay band in the Federal service or equivalent experience in the private or public sector:
  • Experience developing procurements, assignments, and protection of radio frequencies to the satisfaction of telecommunication requirements.
  • Experience maintaining Radio Frequency Management at Agency, National and Internation level.
  • Experience maintaining International treaties, National agreements and arrangements pertaining to frequency protection and spectrum efficiency.
  • Experience performing supervisory functions such as planning regular work assignments, prepares plans to meet substantial changes in workload and justifying revisions in staffing levels, work priorities and deadlines.
