Strategic Talent Recruitment, Inclusive Diversity, and Engagement (STRIDE) is seeking a candidate to help further develop and grow the DHS/Component "Jump Teams" program, as an integral part of the overall implementation of the DHS Employee Experience Framework. Jump Teams convene cross-functional groups from relevant program areas (HR, IT, Facilities, Budget, Procurement, Occupational Safety and Health, etc.) within DHS and Component Headquarters to address employee basic needs at specific locations, and identify issues that may negatively affect the employee experience. They deploy to pre-selected sites to listen to employees and local leadership, observe mission conditions, learn about current issues, and problem-solve in real-time. The Jump Teams are also intended to help HQ program managers better understand the needs of the frontline workforce in order to better inform overall policy and program development and implementation. This position will coordinate with Components, DHS HQ and related councils across DHS to build implementation momentum, despite the different missions and work environments.

Qualifications

Qualifications required:

  1. The assignment will require significant political savvy, agility, tenacity, and coalition-building to advance the Secretary's goals for employee engagement, including defining the scope of work, devising a strategy for implementation, creating performance goals and metrics, and building significant buy-in from across DHS.
  2. The candidate will have extensive knowledge of the cultures and missions of the DHS Components and possess the capability of working with employees at all levels.
  3. They must also be able to listen, learn, and synthesize information about a wide variety of issues not necessarily related to their own work experience.
  4. They should have experience with both quantitative and qualitative data-gathering and analysis.
  5. The ideal candidate will be truly customer-service oriented, with the frontline DHS workforce as the customer.

If the position requires a security clearance, employees must have a SECRET or TOP SECRET clearance to placement AND must maintain that level of clearance while performing in the position.

Selected applicants for a JDA are requested to fulfill the items below during the JDA:

  1. Complete the DHS Training Course 15 days prior to the arrival to the JDA.
  2. Complete the DHS Joint Duty Assignment Progress Plan to include:
    • Phase 1: Establish assignment objectives within the first 30 days of the JDA.
    • Phase 2: Complete a self-assessment of the duties performed at the mid-point of the JDA.
    • Phase 3: Complete a final review within the last 30 days of the JDA.
