ABOUT THE POSITION
The incumbent serve as the PSC Deputy Director, Operations and Management, providing leadership and direction on all PSC operations, management, and budget matters. The incumbent provides direction and comprehensive advisory services to the PSC Director, PSC Deputy Director, Service Portfolio Directors, managers, supervisors, and staff on PSC mission support policy and associated activities that enable the execution of PSC's mission. The incumbent further provides overall directions and supervision of the professional and contract staff of PSC who formulate management, administrative, and operational policy for PSC entities and lead the organization's mission support activities. The incumbent makes authoritative recommendations, exercises professional judgement, and directs programs and initiatives.
The Deputy Director, Operations and Management is delegated responsibility for overall PSC policy development, management, and execution of the PSC mission support functions, such as human capital; training; employee engagement; equal opportunity employment (EEO); diversity, inclusion, equity, accessibility, and belonging (DEIAB); information technology (IT); budget and finance; travel; mail and publishing services; communications; acquisitions/contracts; quality management; business process improvement; records management (RM); and other administrative programs. The PSC Deputy Director, Operations and Management oversees a large, multi-faceted team and requires a leader with core executive skills to successfully lead the administrative and management demands of PSC, an organization with an annual budget of approximately $500 million, 500+ federal full-time equivalent employees (FTEs), and 1300+ federal contract staff.
Oversees the day-to-day operations, including funding contracts, staff travel, and miscellaneous obligations in accordance with Department policy and appropriations law. Leads PSC service areas through the full lifecycle of the appropriation process. Develops the PSC annual budget request and coordinates responses to ASA budget data calls. Liaises with the Assistant Secretary for Financial Resources (ASFR) to provide necessary budget information to execute PSC's annual spend plan. Provides financial management oversight of resources totaling nearly $500 million funded via the HHS Services and Supply Fund. Coordinates the requests for quarterly funding allocations and ensures obligation of PSC funding to support service area needs. Assists in developing plans, forecasts, and trends to optimize the execution of PSC's spending. Educates and trains supervisors and managers on budget processes and procedures.
Oversees PSC technology investments and capital planning and investment control processes, ensuring alignment with the Assistant Secretary for Administration (ASA) Office of the Chief Information Officer (OCIO) technology policies and procedures. Oversees the development and execution of the PSC IT Strategic Plan. Manages special IT projects and IT systems through the full lifecycle process. Manages the development and operations of the PSC owned systems and applications. Establishes the PSC IT governance framework and associated policies and procedures. Oversees the work of PSC IT staff, IT system owners (SO), system security and privacy officers (SSPO), and compliance with the Federal Information Security Management Act (FISMA). Coordinates on management of over 20 PSC systems with the respective service area director/business owner. Ensures participation and adequate resources are available for IT audits and IT remediation activities related to PSC system breaches. Liaises with the ASA Chief Information Security Officer, HHS Office of Inspector General, and other stakeholders to ensure PSC compliance with FISMA and the Federal Information Technology Acquisition Reform Act (FITARA).

Salary for Senior Executive Service positions varies depending on qualifications. The annual salary range may be found at the top of this announcement. This position may be eligible for performance bonuses and performance based pay adjustments.
Probationary Period:
An individual's initial SES career appointment becomes final only after the individual successfully completes a one year probationary period.
