Open to current members of the Massachusetts Army National Guard.
(1) Manages funds to support the maintenance and repair program. Identifies requirements, and develops and recommends operating budgets for maintenance, repair, and operations and maintenance minor construction programs. Develops and implements management control policies and procedures. Approves operating budget requests for fixed assets and consumable inventory.
(2) Receives, investigates, and verifies installation maintenance requests to determine propriety and approves all requests for maintenance and repair. Provides policy guidance in development of program documents and informational data to support the long range maintenance program and the total construction program, which includes the development of program scope documents. Oversees the development of planning documents to determine general characteristics of projects by applying technical criteria outlined in related NGB publications and regulations. Directs preparation of project estimates, and identifies funding sources, to include manpower and material costs. Reviews and approves programming documents to include project booklets, initial cost estimates for maintenance and repair, rehabilitation, facility improvement projects, and provides or reviews program development brochures, project booklets or other documentation for facilities projects. Develops and maintains the work order system responsive to customer and facility needs. Ensures that work orders are prepared and priorities determined to track planning and progress through project completion. Develops and maintains historical records, which documents costs and classifies work accomplished.
(3) Develops, provides guidance, and manages real property operations in all military department facilities. Oversees the development of maintenance methods, standards and techniques. Develops, implements and oversees the management of preventive maintenance programs to ensure life expectancy of operational facilities. Reviews historical data and writes reports to explain technical difficulties in maintaining facilities, and recommends solutions. Develops and implements policies and guidance for assisting building and facility managers in determining safe, effective, and economical use and operation of ARNG facilities.
(4) Manages and directs the preparation of architectural and engineering drawings covering a broad range of maintenance modifications for existing ARNG facilities. Assists in review of architect and engineer design and space criteria for economical utilization of facilities and equipment.
(5) Manages and directs fire prevention and protection activities. Serves as facilities fire marshal. Coordinates with Federal, state and local government agencies on matters concerning fire prevention, protection and suppression. Coordinates major facility maintenance and construction projects with the safety and occupational health office to ensure all safety factors are considered. Oversees routine inspections of existing facilities to ensure compliance with the Occupational, Safety and Health Act (OSHA) and contract specifications.
(6) Implements, directs and manages the Army Energy Program, Energy Savings, and Energy Conservation Investment Program. Oversees the preparation and monthly submission of installation utility data to the Defense Energy Information System Program. Develops policies and guidelines used to identify possible energy conservation measures and promotes utilization of the Energy Conservation Savings Program (ECSP) and Energy Conservation Programs (ECP). Keeps abreast of energy suppliers' policies as well as state and federal regulations. Interprets economic impact of energy laws and policies, and advises of impact. Analyzes energy alternatives through a working knowledge of energy equivalents and conversions. Chairs the Energy Conservation Committee and conducts site visits to evaluate effectiveness of established programs.
(7) Administers, plans, coordinates, and directs the DoD Antiterrorism/Force Protection and Physical Security standards as applicable to facilities and facilities engineering activities. Coordinates with Federal, state, and local government agencies on matters concerning AT/FP and Physical Security to include site selection and location, access control, construction materials, stand-off separation distances, force protection levels, arms, ammunition and explosives (AAE) safety and security, physical and electronic barriers and vehicle and personnel inspection. Coordinates with project managers or Contracting Officer's Representatives (COR) in the design and construction of new facilities and in modernization, restoration, or sustainment projects for existing facilities.
