Duties
As a Management and Program Analyst, you will:
- Conduct analyses, energy use and costs paid by minority communities as well as measuring participation in the overall energy sector including energy-related business ownership and investment, Research & Development, technology commercialization and workforce development.
- Manage assigned procurement contracts and financial awards.
- Support grants and cooperative agreements for Minority Business Enterprises and Minority Workforce Development programs.
- Develop market research, economic and business analyses, and feasibility studies to identify and define new opportunities for ED's Equity in Energy (EIE) initiative
- Collect and analyze data relating to workforce demographics and the effectiveness of DOE related minority workforce programs supporting the Department and U.S. energy sector.

Qualifications
SPECIALIZED EXPERIENCE REQUIREMENTS: A qualified candidate's online application and resume must demonstrate at least one year of specialized experience equivalent to the next lower grade level GS-13 in the Federal service. Specialized experience for this position is defined as meeting 2 out of 3 of the following
- Analyzing budget components, supporting development of spending plans, or tracking of commitments, obligations, and costing data;
- Identifying barriers and developing recommendations to improve minority workforce programs;
- Conducting program evaluations and analyses of program objectives, policies, and procedures for minority workforce business operations and related activities.
