The Supervisory Management Analyst position serves as the Workforce Acquisition (AFS-X) Unit-FS2 Supervisor (AQS-112B) and is located in the Workforce Acquisition Section (AQS-112), Enterprise Operations & Workforce Acquisition Branch (AQS-110), People Services Division (AQS-100), Office of Quality, Integration, & Executive Services (AQS), Aviation Safety (AVS) organizations. In full coordination and collaboration with the applicable organizations within the Office of Human Resource Management (AHR), LOB management, and technical and administrative personnel, manages the liaison efforts and activities internal to AVS/AQS in regard to serving as the front line supervisor and principal analyst responsible for all aspects of workforce acquisitions for Flight Standards (AFS-X).
Manages a team of analysts, associated with liaison efforts and activities in the recruitment, staffing and placement of Flight Standards employees; Ensures that workforce planning and work design programs promote the maximum utilization of the competencies of all staff.
Provides program and project resource advice and guidance on operations and workforce acquisitions to the AVS/AQS and AFS-X leadership and staff; Advises management on a wide range of staffing issues such as workforce acquisitions, special placement programs, recruitment methods, and special pay incentives;
Directs the work of subordinate employees at the organizational unit level; work usually includes routine project/program tasks based on established policies, procedures, and guidelines.
Oversees and manages the utilization of human capital operational programs and implementation of workforce automated systems such as AVIATOR, FPPS, WTTS, etc.
Participates and leads in human capital programs, recruitment efforts, and staffing projects internal to AVS/AQS as well as reviews, assesses and coordinates changes to ensure that outcomes are achieved. Analyzes and evaluates on a quantitative/qualitative basis the effectiveness of program operations in meeting established goals and objectives.
Serves as the program manager on special projects assigned by senior level leadership that impact human capital programs in fulfilling the agency mission and enhancing program efficiency.
Managerial duties typically affect employees in one organizational unit, and includes setting priorities; assigning tasks; monitoring and evaluating performance; coaching and developing employee capabilities; approving leave; and taking or recommending corrective/disciplinary action, as appropriate. Accomplishes tasks assigned to the organization directly through supervision of subordinate employees. Personally directs the work of the employees assigned to the organization. Assigns work, sets priorities, and provides technical assistance to subordinate employees.
Contributes to the budget planning process and projects short-term future needs. Uses assigned budget, staff, and other resources to accomplish project/program objectives. May manage budgets and requests additional resources, as needed.
Applies a comprehensive knowledge of the technical aspects of the work directed, a detailed knowledge of budget, human resource, and other administrative policies and procedures, and a detailed understanding of the objectives of the organizational unit.
Contacts are primarily within the organizational unit/major subdivision with subordinates, peers, and higher-level managers to discuss the status of projects/programs and to share information. In some areas, may also have frequent contact with customers to explain policies, procedures or for other project/program purposes.
Work is typically governed by established policies, procedures and mission objectives, which leave considerable room for discretion. Provides guidance to subordinates for preventing and resolving problems without the intervention of higher-level management except where LOB/SO or FAA-wide interests are at stake.
