The incumbent performs multiple, varying, and complex assignments and plans the implementation of projects/programs under limited direction of a manager, project/program manager, or more experienced engineer. Provides engineering experience in support of the one or more assigned systems/programs within the FAA's National Airspace System (NAS). Provides guidance to lower-level staff on the resolution of difficult technical problems associated with continued operation of commissioned facilities and resolution of problems related to the introduction of new systems into the NAS. Makes recommendations to management regarding in-service improvements in the analysis, design, and implementation of system-wide hardware/firmware modifications; service life extension; failure analysis/support in response to NAS related problems beyond the assigned repair capability of the field, NAS configuration management; and quality assurance.
Applies experience and advanced knowledge of engineering principles, theories, and concepts applicable to electronic engineering to accomplish assignments and to develop plans and techniques to improve programs and policies. Understands how new NAS system deployments interact with or are affected by other disciplines and considers the objectives of the major subdivision and LOB/SO when developing, integrating, and implementing solutions to diverse, complex problems. Typical assignments may include system design and integration; extensive research; and shared responsibility for project/program management.
May conduct component tests and system level testing in a lab and on installed systems to verify vendor specification compliance and system performance. Analyzes and resolves a wide variety of user problems and system failures involving difficult technical problems of integrated electronics systems requiring high reliability and safety.
Defines, plans, and organizes assigned resources to accomplish organizational objectives. Allocates resources to accomplish small work-activities within established schedules.
Contacts are internal and external. May act as a key technical point of contact for assigned activities. Contributes to the preparation of management/technical reports or contractual documents, and may be called upon to communicate the overall results of a project or work activity to FAA management, the aviation and aerospace industries, and other external parties.
Established policies/procedures provide guidance for most assignments, but allow considerable discretion to select the most appropriate approach or to recommend new approaches. Assignments typically require solutions that are to be derived by interpreting and extrapolating from situations that were faced in the past. Provides recommendations to improve work processes.
Resolves most problems impacting system performance of facilities and systems. Informs management of problems that require their attention. Work is reviewed periodically, typically at major milestones and at completion, for technical compliance and alignment with the requirements of the project or other work activity.
Basic Requirements:
A. Degree: Engineering. To be acceptable, the program must: (1) lead to a bachelor’s degree in a school of engineering with at least one program accredited by ABET; or (2) include differential and integral calculus and courses (more advanced than first-year physics and chemistry) in five of the following seven areas of engineering science or physics: (a) statics, dynamics; (b) strength of materials (stress-strain relationships); (c) fluid mechanics, hydraulics; (d) thermodynamics; (e) electrical fields and circuits; (f) nature and properties of materials (relating particle and aggregate structure to properties); and (g) any other comparable area of fundamental engineering science or physics, such as optics, heat transfer, soil mechanics, or electronics. OR
B. Combination of education and experience - college-level education, training, and/or technical experience that furnished (1) a thorough knowledge of the physical and mathematical sciences underlying engineering, and (2) a good understanding, both theoretical and practical, of the engineering sciences and techniques and their applications to one of the branches of engineering. The adequacy of such background must be demonstrated by one of the following:
1. Professional registration or licensure -- Current registration as an Engineer Intern (EI), Engineer in Training (EIT)1, or licensure as a Professional Engineer (PE) by any State, the District of Columbia, Guam, or Puerto Rico. Absent other means of qualifying under this standard, those applicants who achieved such registration by means other than written test (e.g., State grandfather or eminence provisions) are eligible only for positions that are within or closely related to the specialty field of their registration. For example, an applicant who attains registration through a State Board's eminence provision as a manufacturing engineer typically would be rated eligible only for manufacturing engineering positions.
2. Written Test -- Evidence of having successfully passed the Fundamentals of Engineering (FE)2 examination or any other written test required for professional registration by an engineering licensure board in the various States, the District of Columbia, Guam, and Puerto Rico.
3. Specified academic courses -- Successful completion of at least 60 semester hours of courses in the physical, mathematical, and engineering sciences and that included the courses specified in the basic requirements under paragraph A. The courses must be fully acceptable toward meeting the requirements of an engineering program as described in paragraph A.
4. Related curriculum -- Successful completion of a curriculum leading to a bachelor's degree in an appropriate scientific field, e.g., engineering technology, physics, chemistry, architecture, computer science, mathematics, hydrology, or geology, may be accepted in lieu of a bachelor’s degree in engineering, provided the applicant has had at least 1 year of professional engineering experience acquired under professional engineering supervision and guidance. Ordinarily there should be either an established plan of intensive training to develop professional engineering competence, or several years of prior professional engineering-type experience, e.g., in interdisciplinary positions. (The above examples of related curricula are not all-inclusive.)

IN ADDITION TO THE ABOVE BASIC REQUIREMENT:
To qualify at the FV-I (FG/GS 13) level, you must demonstrate in your application you possess one (1) year of Specialized Experience equivalent to the FV-H (FG/GS 11/12) level. Specialized experience is experience that has equipped you with the particular knowledge, skills, and abilities to perform successfully the duties of the position.
SPECIALIZED EXPERIENCE includes: experience using Agile or Scaled Agile Framework for work/project management; experience collecting, compiling and analyzing data; experience identifying and recommending solutions for complex/difficult problems; communicate effectively to targeted audiences; collaborate work, paired work, and completing projects in a team setting; designing modifications to NAS systems including the development of all required artifacts including but not limited to for Safety Risk Management, National Change Proposals, Letters of Authorization, and System Support Modification Directives.
