Summary

This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Police Officers to recruit and appoint qualified candidates to positions in the competitive service.

About the Position: Serves as the subject matter expert for traffic collision response, investigations, reconstruction and traffic management operations.

Duties

Help
  • Apply advanced technical and analytical competences through the use of advanced specialized equipment and procedures while conducting traffic collision response, investigations and reconstruction
  • Execute special event support, motorcade security and escorts visiting dignitaries, and traffic enforcement.
  • Advise supervisor on traffic management issues impacting readiness and traffic movement of the installation.
  • Develop and follow investigative leads, take statements, and gather information and facts pertinent to open investigations or reconstructions.
  • Enforce the laws of the United States, the Uniform Code of Military Justice (UCMJ), and applicable local regulations involving persons and property.
  • Prepare documents, correspondence, technical reports, messages and charts statistical tables.
  • Serve as Point of Contact (POC) for insurance agencies as well as civil law enforcement agencies on investigations or projects of mutual interest.

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • This position requires the incumbent be able to obtain and maintain a determination of eligibility for a Secret security clearance or access for the duration of employment.
  • This position requires the completion of a pre-employment Physical Examination and an annual examination thereafter to ensure the continued, required level of physical health and ability or fitness to perform the duties of the position.
  • This position is subject to a pre-employment screening, and random testing thereafter, to include testing based on reasonable suspicion and testing due to direct involvement with an on-duty accident.
  • This position has been designated "Mission Essential".
  • The duties of this position require the incumbent to possess or obtain and maintain a valid state Driver's License in one of the 50 U.S. states or possessions to operate vehicles.
  • This position is subject to the provisions of the Domestic Violence Offender Gun Ban commonly referred to as the Lautenberg Amendment.
  • This position has a requirement to lift up to 50 lbs. in the regular performance of duties.
  • This position has a Temporary Duty (TDY) or business travel requirement of 10% of the time.
  • This position requires the incumbent to obtain and maintain certifications for Cardio Pulmonary Resuscitation (CPR) /first aid techniques.
  • Successfully graduated from the USACPA or complete within one year of hire date, unless incumbent has a current approved waiver from the Office of the Provost Marshal General (OPMG).
  • Successfully graduated from a DOD, Federal, National or State approved Traffic Management and Collision Investigation (TMCI) course or complete within one year of hire date.
  • Incumbent will be required to maintain physical conditioning and pass an annual physical agility test (PAT). Failure to meet the PAT requirements as outline is Army Regulation 190-56 "The Army Civilian Police and Security Guard Program".
  • IAW AR 190-56, requirements of Individual Reliability Program apply. Employee and prospective employee of this job are expected to maintain a high standard of conduct.
  • Incumbent is subject to possible civil actions due to improper exercises of authority or injudicious use of force in the detention of individuals.
  • Due to the nature of this position, employees are required to work both planned and unscheduled overtime.
  • Hours of work is subject to irregular and/or rotating shifts, evenings, nights, weekends and holidays.
  • Incumbent must be able to wear chemical protection masks, gloves, and other associated equipment.

In order to qualify, you must meet the experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Specialized Experience: One year of specialized experience which includes: 1) informing individuals of their rights as suspects and/or witnesses; 2) enforcing traffic regulations or laws; 3) taking charge of a crime or accident scene and restricting access; and, 4) arresting violators.
This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-07).

Education

Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted.
