Develops and implements detailed maintenance plans for each aircraft in the fleet to ensure compliance with all regulatory and safety requirements. Analyzes aircraft maintenance history and performance data to predict future maintenance needs and plans accordingly. Ensures timely accomplishment of aircraft maintenance with a minimum impact on flight inspection services, worldwide. Makes on time decisions for maintenance schedule to resolve conflicts among maintenance and daily operations schedule. Prepares an accurate accounting of maintenance operations, including forecasting costs for parts, labor, and downtime for managerial review. This position requires a FAA Airframe and Powerplant certificate.
Performs work of broad scope and complexity including monitoring maintenance progress and ensuring it is carried out according to the plan. Estimates the time and resources required for aircraft maintenance tasks, maintains records of all maintenance activities, and prepares detailed reports. Oversees the documentation of all maintenance activities, ensuring accurate records are kept for regulatory compliance and historical analysis. Coordinates and authorizes all aircraft maintenance on agency aircraft away from FAA maintenance facilities and coordinates special flight permits through the Maintenance and Operations Directorates under 14 CFR 135 Operations.
Applies broad experience and comprehensive technical knowledge of the agency’s aircraft to provide technical support to technicians. Understands new technologies and methods, and FAA policies and programs to coordinate aircraft out of service activities. Reviews routine and non-routine maintenance paperwork for accuracy and completeness. Performs planning of all Airworthiness Directive requirements for aircraft and the planning of all Airworthiness Limitation Items for aircraft assigned by the Chief Planner. Responsible for the planning of all CASS/Reliability Bord Initiatives, Engineer Orders, Maintenance Alert Directives, Service Bulletins, etc. Coordinates with the Maintenance Control team to ensure flight schedule requirements are met.
Contacts are made to furnish technical guidance and advice, instruct other employees, share information, provide data, discuss the statuses of assignments, and coordinate the activities of contractors. Liaisons with engineering and maintenance teams to identify necessary parts, tools, and equipment for scheduled maintenance tasks. Provides updates on current and continuous follow-up activities to ensure positive corrective action is taken as promptly as possible for scheduled and unscheduled maintenance. Facilitate communication between maintenance teams, flight crews, and management to ensure all parties are informed of maintenance schedules, changes, and aircraft status. Ensures all stakeholders affected by a grounded aircraft is aware of the status. Often represents the organization as a primary technical point of contact on projects, programs, and other work activities to coordinate and implement plans or to obtain information and resolve problems.
Receives general program assignments from a supervisor or higher-level manager. Assignments are stated in terms of priorities, overall objectives, and boundaries. Completed assignments are considered technically authoritative and are reviewed only for general compliance with organizational objectives. Identifies resources needed to perform assignments. Organizes and assigns resources needed to accomplish large work activities within established schedules.
Provides guidance to other technicians and trainees regarding difficult technical or operational issues. Independently resolves all but unique technical problems. Interprets and adapts technical manuals, manufacturers’ instructions, FAA policies and procedures, and other publications. Work is reviewed for compliance with established policies and sound technical and programmatic judgment.
To qualify for this FV-I (FG/GS-13) position you must demonstrate in your application that you possess at least one year of specialized experience equivalent to FV-H (FG/GS-12) level. Specialized experience is experience that has equipped you with the particular knowledge, skills, and abilities to perform successfully the duties of the position.
SPECIALIZED EXPERIENCE includes: experience applying knowledge and expertise in aircraft maintenance planning activities to include: utilizing state of the art aircraft management systems that track, forecast, predict and control scheduled aircraft maintenance under an approved Continuous Maintenance Program; Experience working with electronic maintenance databases and/or systems, aircraft parts, components, and accessories; Experience utilizing production methods and practices employed in electronics and supporting shops.
