Area I: Current On-board Title 5 or Title 32 Dual Status Technicians (Tenure: 1-Career, 2-Conditional, 3-Indefinite or 4-Term ) - Only those current Vermont National Guard employees who are in permanent, indefinite, or term technician status as result of being competitively hired by the Vermont National Guard. Area II: All current Federal Employees from any agency. Area III: All current and former members of the VTNG. Area IV: United States citizens.
1. Serves as senior operations officer for integration and synchronization of DPTMS/DPOTS operations for the Garrison Training Center and training support. Establishes DPTMS/DPOTS integration requirements, responsibilities, and master training and support schedules with timelines. Creates, designs, develops a DPTMS/DPOTS integration plan utilizing in-process reviews (IPRs) as the foundation for information sharing and milestone review processes. Integration of the training support plans involves evaluation, analysis and implementation of process management, net assessments, future management, implication analysis, option management, issue management and other related management studies. Coordinates support commanders and staff officers from active and reserve military units (and nonmilitary organizations) in tactical training requirements within the training center as required. Creates, prepares, and documents the development and updating of the training center Five-Year Range Development Plan in coordination with other directorates.
2. Exercises supervisory personnel management responsibilities as directed by the DPTMS/DPOTS. Directs, coordinates, and oversees work through subordinate supervisors. Advises staff regarding policies, procedures, and directives of higher-level management or headquarters. Assists with selecting candidates for subordinate non-supervisory positions and selects subordinate supervisory positions taking into consideration skills and qualifications, and mission requirements. Ensures reasonable equity among units of performance standards developed, modified, and/or interpreted and rating techniques developed by subordinate supervisors. Explains performance expectations to subordinate supervisors and employees directly supervised and provides regular feedback on strengths and weaknesses. Appraises performance of subordinate supervisors and other employees directly supervised and serves as reviewing official on evaluation of non-supervisory employees rated by subordinate supervisors. Hears and resolves group grievances and employee complaints referred by subordinate supervisors and employees. Initiates actions to correct performance or conduct problems. Ensures documentation prepared to support actions is proper and complete. Approves leave for subordinates and ensures adequate coverage in organization through peak workloads and traditional holiday vacation time. Discharges security responsibilities by ensuring education and compliance with security directives for employees with access to classified or sensitive material. Recognizes and takes appropriate action to correct situations posing a threat to the health or safety of subordinates. Provides a work environment that is free from all forms of discrimination, harassment, and retaliation. Ensures that subordinate supervisors have effective interpersonal, communication, and managerial skills to supervise in a workplace with diverse employees.
3. Assists the DPTMS/DPOTS in executing, coordinating, and integrating assigned mission, functions, and operations. Reviews, critiques, and monitors execution plans and programs of the DPTMS/DPOTS. Reviews incoming and outgoing correspondence for the DPTMS/DPOTS for clarity and control. Ensures that only essential and appropriate materials are reviewed by the
DPTMS/DPOTS. Keeps the DPTMS/DPOTS informed on the overall conditions, trends, and critical issues in each subordinate element for those significant subjects assigned daily. Ensures that information from the staff, subordinate's supervisors, and high headquarters is provided to the DPTMS/DPOTS in a timely manner. Reviews and reports the status for utilization and distribution of resources to achieve assigned mission, including analysis of the effectiveness of organization's structure and staffing patterns. Assists in the development of goals and objectives as well as persona goals of the DPTMS/DPOTS. Recommends solutions to problems or policy changes as required.
4. Accomplishes special projects and undertakes numerous initiatives to improve training support integration and collective training readiness. Makes training support resolution to matter which are often controversial, complicated, or sets precedent; coordinates or negotiates matters of considerable consequences; or affects prominent and fundamental issues in the subject matter field. Develops and implements pilot programs intended to improve performance; responds to Commander's taskings; answers internal, external, and higher headquarters inquiries; or correct a deficiency affecting several organizational units; prepares correspondence as required; communicates formally with other agencies and data sources.
Attends meetings with the DPTMS/DPOTS to stay current on various installation and garrison/base operations (BASOPS) topics.
