The Senior Program Analyst reports to the Assistant Inspector General for Audits and Evaluations within the Office of Inspector General (OIG). OIG conducts, supervises, and/or coordinates independent and objective audits, inspections, evaluations, and investigations of EAC programs and operations, contractor activities, and grants to states and nonprofit organizations.

The Senior Program Analyst is responsible for performing oversight activities relating to the programs and operations of EAC. To fulfill that responsibility, the Senior Program Analyst is expected to lead multiple, concurrent evaluations, inspections, reviews, and/or other related projects of EAC programs, functions, and operations. Specific tasks would include conducting entrance and exit conferences with management-level staff, conducting risk assessments, developing work papers, and reviewing and analyzing data, and reviewing the work of junior staff. In addition, the Senior Program Analyst develops recommendations for improvements to management operations and policies, drafts reports, and tracks and reports on the status of management's progress toward corrective actions.

The United States Election Assistance Commission (EAC) was established by the Help America Vote Actof 2002 (HAVA). The agency is charged with developing guidance to meet HAVA requirements, adopting voluntary voting system guidelines, accrediting testing laboratories, certifying voting systems, maintaining the national mail voter registration form, distributing HAVA grants to the 50 U.S. states and territories, and serving as a national clearinghouse of information about election administration.
The position is in the EAC Office of Inspector General (OIG). The OIG was also established by HAVA and charged with the responsibility of auditing the use of HAVA grant funding by the 50 U.S. states and territories. As an independent division of the EAC, the OIG reports directly to the agency commissioners and to Congress. Additionally, under the authority of the Inspector General Act of 1978, as amended, the OIG is responsible for conducting audits, inspections, and evaluations of the EAC and its programs.
