Position Description #: NGT5903600
Location: This position is located in the Air National Guard (ANG) Wing, Comptroller Flight.
Description of Duties:
1. Directs the financial management policy in support of the Air National Guard installation to include dissimilar geographically separated units. As the Assistant United States Property and Fiscal Officer for Air (Fiscal), holds statutory authority and responsibility for the proper obligation, accounting, disbursement, and administrative control of all Federal funds allocated to the installation. Determines the impact and implements courses of action regarding projected DOD, OSD, USAF, NGB, Inter-Service, and non-DoD federal government programs that affect Air National Guard plans, policies, and missions.
2. Functions as the Assistant United States Property and Fiscal Officer for Air(Fiscal) under ANGI 36-2, the accounting station's Certification Officer under the provisions of the Certification Officers Act of 1996, and as an agent of the US Treasury for all ANG federal disbursements and the associated pecuniary liabilities thereof. Incumbent is responsible for interpretation and implementation of all Comptroller General decisions as to the legality, propriety, and solvency of all payments and entitlements, and for ensuring all expenditures are in compliance with federal statutes.
3. Directs and monitors the development, compilation, review, and submission of the annual financial plan, and conversion financial plans on an as-required basis. Provides reliable fiscal and managerial data or information for short-term and long-range plans by analysis of mission requirements, rates of expenditure, programmatic and unforeseen changes, and funded or unfunded requirements. Assessments and validity checks are based not only in terms of current year financial operations, but also with regard to the soundness of financial planning for future operations.
4. Interprets, implements, and administers laws, procedures, regulations, and directives pertaining to various Air National Guard stand-alone, networked, or web-based financial systems, including Budget, Accounting, and Entitlement Disbursing. As the Assistant United States Property and Fiscal Officer for Air (Fiscal), establishes and implements policies as the National Guard Bureau's focal point for financial audits and Internal Management Control Reviews requiring compliance at every command level within the organization.
5. (Serves as the focal point for NGB on all Workday Program matters. Directs the Air National Guard Workday Program for the installation and dissimilar geographically separated units, which requires a broad cross-functional knowledge in Training Management and ensures that bona fide ANG training requirements are met. Ensures workdays are properly distributed and executed to achieve maximum mission effectiveness. Advises Wing Commander, Senior Management, the Financial Management Board, and the United States Property and Fiscal Officer on the status of the Workday Program quarterly or on-demand.
6. Perform other duties as assigned.
Skill in collecting and analyzing data effectively, efficiently, and accurately; Ability to plan, direct, and coordinate difficult and complex programs; Ability to develop, apply, and adjust financial plans and policies to attain agency objectives; Ability to select, develop, and supervise a subordinate staff; Ability to establish and maintain effective working relationships, not only with subordinate staff, but with all levels of key management officials, the latter particularly requiring the exercise of tact, ingenuity, and resourcefulness; Ability to apply a high level of sound and independent judgment in the solution of financial problems and in the administration of a financial management program; A broad knowledge of agency operating programs; A broad knowledge of and ability to utilize principles, methods, techniques, and systems of financial management; Skill in applying procedures and directives by reading and interpreting program material; Skill in training, mentoring, and problem solving; Ability to make oral and written presentations in a clear and concise manner; Ability to clearly enunciate English without impediment of speech that would interfere or prohibit effective communication; Ability to write English in reports and presentation formats; Ability to communicate clearly and effectively.
Must have 1-year equivalent specialized experience to at least the next lower grade level before being eligible for the next grade level. Must have fundamental working experiences with a validated understanding of the basic principles and concepts of the financial management occupational series and grade. Experiences gained through military technical training schools or civilian academic courses or related civilian work are included in the one-year on-the-job specialized experience.
Completed undergraduate or graduate education, the awarded college degree should be in one of, or a combination of the following disciplines: accounting, business, finance, economics, math, statistics, industrial management, marketing, quantitative methods, or organizational management. Apply the education requirement for qualification using the Office of Personnel Management Group Coverage Qualification Standard for Administrative and Management Positions.
If choosing to certify based of the education substitution option, you must upload a word document stating you are using the education substitution option, your degree and transcript OR the Military Courses completed. If these are not uploaded you will not be referred to the selecting Supervisor.
DEFINITIONS FOR AREAS OF CONSIDERATION:
Area 1: Current On-board Title 5 Employees and Title 32 Technicians (Tenure: 1- Permanent, 2-Conditional, 3-Indefinite) and Permanent AGR's in the West Virginia National Guard.
Area 2: WVNG Army M-Day and Air Force DSG (Drill-Status Guardsmen,) Temporary Title 32 Technicians and Title 5 Employees, Temporary AGR (OTOT), and national guardsmen serving on Full-time National Guard Duty - Operational Support Orders (ADOS).
Area 3: Current On-board Federal Employees (Tenure: 1-Career, 2-Conditional, 3-Indefinite) from another Federal Agency nationwide.
Area 4: Federal re-employable eligible employees, National Guardsmen outside of the WVNG, and U.S Citizens willing to join the West Virginia National Guard as a condition of employment.
Area 5: All U.S. Citizens.
