Serves as subject matter expert in juvenile and criminal justice systems, programs and issues. Provides training and technical assistance to grantees to ensure effective implementation and success of programming.

Serves as a technical expert in grants and/or cooperative agreement management processes, providing advice and guidance to resolve, implement, or manage complex issues.

Serves as a technical expert in the evaluation of applications for complex discretionary grants and agreements solicitations. These may include multiple processes and sub-grant elements, and require administration over several years, with data collection across multiple sites.
Conducts comprehensive on-site compliance audits of state juvenile justice systems, reporting findings effectively and collaborating with states to resolve identified issues. Ensures audits are conducted objectively, consistently, fairly, and in a timely manner, clearly articulating findings, analyses, and recommendations.

Qualifications

Specialized Experience:
Applicants must have one (1) year of specialized experience equivalent to at least the GS-12 level. Specialized experience is experience which is in or related to the line of work of the position to be filled and which has equipped the applicant with the specific knowledge, skills, and abilities to successfully perform the duties of the position.

Examples of specialized experience include:

Identified gaps in grant management policies, procedures, practices, and documentation; suggests feasible methods to address identified concerns; and implement improvement recommendations related to juvenile justice, youth-focused programs, child protection, and/or an associated field.
Administered a wide variety of complex grants and cooperative agreements related to juvenile justice, youth-focused programs, child protection, and/or an associated field throughout the grants lifecycle, pre-award, award, post award.
Conducted compliance monitoring for grants and cooperative agreements to ensure all programmatic and financial requirements have been implemented.
Provided assistance to applicants on the grants award and funding process related to juvenile justice, youth-focused programs, child protection, and/or an associated field.
