The Personnel Psychologist applies knowledge of personnel psychological principles, theories, methods or data to develop, define and analyze key safety culture metrics to improve safety culture programs and policies. Performs multiple, varying, and complex assignments under the minimal direction of the Team manager to implement wide reaching organizational change programs. This work directly impacts the objectives of the ATO and of the Federal Aviation Administration (FAA). This work also affects the safety and security of the National Airspace System (NAS) and of the flying public.
As a principal specialist, the Psychologist applies experience and comprehensive technical knowledge of psychometric and performance measurement to develop measurement concepts and tools including: score cards, structured interviews, surveys, and assessments. Applies knowledge of aviation human factor safety issues to develop test content, scoring and weighting protocols to test critical competencies and assess workforce behaviors. Applies advanced psychometric and analytical performance measurement such as experimental design, descriptive, inferential and advanced statistics to review assessment strategies, processes and procedures. Makes recommendations to management regarding appropriate assessment tools and procedures.
As a project manager, the Psychologist uses project management principles and techniques to lead teams in conducting complex content and criterion related validation studies of assessment systems. Develops employee assessment and psychometric tools to test critical competencies or to assess workforce behaviors. Defines, organizes, and assigns resources to accomplish organizational objectives. Allocates resources to accomplish large work activities within established schedules. Develops project metrics and reports on the performance of ongoing projects. Monitors and analyzes expenditures and team performance and resolves issues efficiently. Collaborates with Program Manager and provides update on project progress and ensuring that the project continues to align with changing organizational initiatives.
Evaluates data, identifies trends and formulates plans to address current and potential human factors issues that impact aviation safety. Designs new approaches or methodologies for gathering and assessing information. Reviews assessment strategies, processes and procedures. Provides guidance to lower-level staff on how to solve difficult technical issues. Resolves all but unique technical problems without the intervention of management or a more experienced technical specialist.
The Psychologist undertakes extensive analysis to conduct studies and prepare reports addressing complex organizational and safety culture problems. Utilizes automated systems and graphic programs to prepare spreadsheets, reports, summaries, charts, slides and other visual aids to describe findings, propose solutions, and predict trends of key safety culture issues. Prepares and delivers briefing decks and written communications to provide the status or findings of work products to key internal stakeholders at all levels in the organization.
Contacts are internal and external. Often represents FAA as a senior technical point of contact on projects, programs and other work activities. Communicates results to all levels within the Directorate and externally throughout the ATO. Plays a lead role in drafting, reviewing, and editing reports or contractual documents for final approval prior to external distribution. Presents briefings to obtain consensus/approval on policies. Coordinates significant technical matters with representatives of external organizations.
To qualify for this position you must demonstrate in your application that you possess at least one year of specialized experience equivalent to the FV-I, FG/GS-13 level. This experience is typically related to the line of work of the position to be filled and which has equipped the applicant with the particular knowledge, skills, and abilities to successfully perform the duties of the position. To be creditable, specialized experience must have been at least equivalent to the next lower level in the normal line of progression for the occupation in the organization.
SPECIALIZED EXPERIENCE is defined as:
