The Aviation Safety Action Program (ASAP) Manager, Part 121, serves as primary interface between the Certificate Management Office (CMO) and assigned air carrier to prevent accidents and incidents by encouraging employees of the carrier to voluntarily report safety issues and events. Has program responsibility for the vehicle whereby air carrier employees can identify and report safety issues to management and the FAA for resolution. Assists the CMO in compiling data of data for the Surveillance Evaluation Program (SEP). Performs inspections, surveillance, and certification duties on the air carrier, its airmen and designees as directed by the Front Line Manager of the CMO. Has program responsibility to assure that the air carrier meets Federal Aviation Regulations with respect to their operations programs. Reviews, recommends approval, and maintains a Memorandum of Understanding (MOU) that sets forth all operational elements of the Aviation Safety Action Program. This MOU is a written agreement between the FAA, the air carrier, and any third party such as employee labor organizations or their representatives. Serves as the CMO representative on the air carrier's ASAP Event Review Committee (ERC) that includes representatives of company management and its employee labor organizations. Prepares documents that provide data for improving the air carrier's current systems. Assists the air carrier in planning for future systems based on voluntary reports from their employee's of safety issues, which may involve alleged violations of Title 14 of the CFR. Assists the air carrier in developing programs that use compatible data collection, analysis, storage, and retrieval systems. Determines solely or in concert with the ERC if safety-related reports submitted by air carrier employees qualify for inclusion in ASAP.
Reviews and analyzes said reports to identify actual or potential problems and propose solutions. Maintains records and historical data on all ASAP safety-related reports. Advises the appropriate Regional Flight Surgeon on any issues that involve medical qualifications or medical certificates in an attempt to resolve said issues. Consults with other FAA and industry experts on reported events involving matters that are complex or sensitive, and that pertains to organizations outside the air carrier. Gathers evidence relevant to investigations caused by or otherwise predicated on events beyond the scope of the safety-related reports from the air carrier's ASAP program. Conducts enforcement investigations, prepares reports, and recommends final case disposition, to include self-disclosures from the air carrier. Conducts the reexamination of certificated airmen. Advises CMO management on all significant or sensitive issues and events concerning the air carrier's ASAP Program. Conducts investigations of public complaints, congressional inquiries, aircraft incidents, and aircraft accidents. Provides verbal and/or written technical assistance to legal counsel, testifies at court trials and formal hearings, and gives depositions. Coordinates information from geographic inspectors for the accomplishment of air carrier surveillance under the Safety Assurance System (SAS), as pertains to the air carrier's ASAP Program. Works with various Air Lines' department heads (Senior Director of Training, VP for flight Operations, Managing Director of Safety, Director of Dispatch, Labor Organization Safety VP, and Chief Pilots) to resolve safety issues. Evaluates and recommends approval or disapproval of manuals and revisions. Evaluates training programs to insure they meet the requirements of the Federal Aviation Regulations.

To qualify for this position you must demonstrate in your application that you possess at least one year of specialized experience at the FV-H, FG/GS-12 level. Specialized experience is experience that has equipped you with the particular knowledge, skills, and abilities to perform successfully the duties of the position. Specialized experience may include but not limited to conducting flight crew training and testing required by appropriate FARs, FAA-approved training programs, and current testing standards. Conducting enforcement investigations and preparing final reports and recommendations on disposition. Monitoring assigned air carrier ground and flight training.
