As Safety and Occupational Health Manager, will develop and facilitate safety program implementation in all activities and locations within the District to assure safe, healthful, and efficient operations for permanent and seasonal employees, volunteers, and the public within the District including communications, education and training, accident prevention methods/techniques, personnel protective equipment, occupational disease/illnesses prevention, emergency procedures, accident investigation, and risk management elements. Provides guidance for the development of program goals and objectives, prepares safety policies, procedures, and guidelines, organizes, and executes a program budget and develops and conducts a safety training curriculum.
Serves as technical consultant for all safety and occupational health issues, interpreting Occupational Safety and Health Administration (OSHA) and national consensus standards for application to local Bureau of Land Management (BLM) activities via Risk Assessments (RAs). Implements the automated mishap data system, Safety Management Information System (SMIS), and analyzes mishap trend data to determine contributing factors. Coordinates and conducts annual or CASCHE safety program reviews, safety facility inspections in each of the Field Offices within the districts and advise management on needed changes. Analyzes unsafe conditions and operations in response to employee complaints. Provides technical expertise to managers and collateral duty safety officers with regard to risk, OSHA requirements, proper selection and use of personal protective equipment, and safe work practices. Manages mandatory safety training records.

Specialized Experience: Applicants must have one full year of specialized experience comparable in scope and responsibility to the GS-09 grade level in the Federal service (obtained either in the private or public sectors) performing the following duties: (1) advising and supporting management, supervisors and employees in implementing safety program, participating in or developing an organization's safety and risk management program;(2) developing safety and occupational health standards, regulations, practices, and procedures to eliminate or control potential hazards; (3) organizing, leading and/or participating in accident investigations, after action reviews or facilitating learning analyses; (4) developing a positive safety culture through employee education and engagement; (5) training workers, supervisors, managers, or other safety and occupational health personnel in safety or occupational health subjects. Education: Successful completion of 3 years of progressively higher-level graduate education leading to a Ph.D. degree or Ph.D. or equivalent doctoral degree, or LL.M. My higher-level graduate education included major study in safety or occupational health fields (safety, occupational health, industrial hygiene), or degree in other related fields that included or was supplemented by at least 24 semester hours of study from among the following (or closely related) disciplines: safety, occupational health, industrial hygiene, occupational medicine, toxicology, public health, mathematics, physics, chemistry, biological sciences, engineering, and industrial psychology. NOTE: You must submit a copy of your transcripts as proof of any claimed education.
OR
Combination: Successful completion of a combination of graduate level education and specialized experience that, when combined, equals 100% of the total requirement. To calculate your combined amount, first determine the amount of your specialized experience as a percentage of the requirement listed above, then determine the amount of your graduate education in excess of the first two years (36 semester hours) as a percentage of the requirement listed in B above; then add the two percentages. The total percentages must equal at least 100 percent to qualify. NOTE: You must submit a copy of your transcripts as proof of any claimed education.
TIME-IN-GRADE REQUIREMENTS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-05 is required to meet the time-in-grade requirements for the GS-07 level. One year at the GS-07 is required to meet the time-in-grade requirements for the GS-09 level. One year at the GS-09 is required to meet the time-in-grade requirements for the GS-11 level. (Must submit your SF-50 that shows Time-in-Grade eligibility and reflects your title, series, and grade. No award SF-50 will be accepted).

PASS/FAIL COURSES: If more than 10 percent of your undergraduate course work (credit hours) were taken on a pass/fail basis, your claim of superior academic achievement must be based upon class standing or membership in an honor society.
GRADUATE EDUCATION: One academic year of graduate education is considered to be the number of credits hours your graduate school has determined to represent one academic year of full-time study. Such study may have been performed on a full-time or part-time basis. If you cannot obtain your graduate school's definition of one year of graduate study, 18 semester hours (or 27 quarter hours) should be considered as satisfying the requirement for one year of full-time graduate study.
