The following are the duties of this position at the full working level.
Evaluates and devises solutions to COR issues impacting employees and managers in all
affected areas of the assigned contract(s). Serves as an analyst responsible for accomplishing
various contract related analytical studies and/or projects involving complex programs,
systems, and issues, with impact on multiple IRS locations and/or organizations.
Appropriately applies the principles of the COR guide as provided by the Office of
Procurement and maintains case files in accordance with written guidelines.
Conducts briefings and prepares comprehensive reports to keep managers and
executives advised of assignments, contracts and their progress, and to communicate
findings and recommendations. Coordinates across operational Business Units in
support of Contract Administration, to include HCO, IT, FMSS, etc.
Directs, plans, and coordinates complex analyses of planned or proposed contracts which
consider factors such as: impact on customers, other programs and policy and procedural
changes, staffing, training and support requirements, risk factors, costs, and available
alternatives.
Initiates funding requests for contracts; writes the technical documents for the contract, to
include Statement of Work (SOW), Quality Assurance Surveillance Plan (QASP); prepares
the Government Cost Estimate; and other required planning documents. Performs market
research; works closely with the Contracting Officer throughout the solicitation process;
develops and monitors timelines/milestones, leads or participates on contract technical
proposal evaluation panels, tracks the delegation, Reimbursable Work Authorization (RWA)
and service contract funding; prepares supporting documentation for decisions reached; and
coordinates the phase in and closeout of contracts.
