DUTIES AND RESPONSIBILITIES:


Incumbent serves as the Deputy Director, Marine Corps Community Services (MCCS), Marine and Family Programs (M&FP), for MCCS Division, Marine Corps Base (MCB) Butler.  Incumbent reports directly to and is individually responsible to the Director, MCCS MCB Butler for the executive management and administration of Marine and Family Programs, to include Personal & Professional Development, Behavioral Health, Semper Fit, and Family Care branches dispersed across seven geographically separated military bases on Okinawa, Japan.

As a senior administrative and technical advisor to the Director, MCCS MCB Butler, the incumbent is responsible for the development, implementation and management of the above programs, ensuring their compliance with established operating policies and procedures.  Incumbent will direct programs that align with and provide principle attention to the integrated Marine Corps Total Fitness (MCTF) framework, in order to support the mental, social, spiritual and physical fitness of Marines and Sailors assigned to MCB Butler and III Marine Expeditionary Force (III MEF). Additionally, the incumbent will provide support and programming for the local quality of life (QOL) needs of military families and other eligible patrons on Okinawa.  Will provide management direction as it pertains to the implementation of capital improvement strategies and adjusting manpower and program priorities to consider patron preferences, program requirements and fiscal constraints.  The incumbent also provides direction in creating measurement and forecasting models to monitor and predict the financial and operating performance of all M&FP programs and for correcting inadequate or failed functions.  Will posture the organization to support emerging installation requirements as a result of growth within the region.

Responsible for directing the development, administration, and execution of operating and capital budgets for all activities within the MCCS Division.  In collaboration with the Director MCCS MCB Butler and corporate executives, the incumbent provides input and advice on the development and implementation of the organization's Strategic Business Plan and other policies as required.  Exercises substantial freedom in planning, organizing, and directing an integrated financial management plan for all MCCS programs.  Resolves any financial, operational or employee/labor relations problems that may impact on the effectiveness of MCCS programs.  

Furthermore, in the absence of the Director MCCS MCB Butler, the incumbent may be tasked to represent the organization to members of the local community, host-country government, visiting members of the U.S. Government, and other military commands on matters concerning MCCS projects and programs.  Sets priorities and establishes methods/timeframes for the accomplishment of projects and programs.  Directs expansion, relocation or discontinuation of services or activities consistent with requirements and program objectives.  

As member of the MCB, Camp Butler Crisis Planning Team (CPT), incumbent serves as the individual responsible for the successful execution of all matters related to the operational shutdown of NAF support operations such as finance & accounting, logistics, motor transport, facilities maintenance, recycling, supply, information services/systems, purchasing and contracting, personnel, etc., across seven (7) geographically separated camps on Okinawa, plus Camp Fuji on Mainland Japan and Camp Mujuk in the Republic of South Korea.

The Managing to Payroll (MTP) authority may be re-delegated by letter to the Deputy. The MTP is responsible for delegating required financial management, position classification, position management, and payroll management responsibilities to managers for Command approved structure and assign objectives and responsibilities for the program operation at Marine Corps Bases Japan.

Performs other related duties as assigned by the Director MCCS MCB Butler or higher authority.

BASIC REQUIREMENTS:

     1. Bachelor's degree from an accredited college or university or a related field appropriate to the work of the position AND five years of executive level experience that demonstrates knowledge of management principles in planning, coordinating, and attaining the goals and financial objectives of a large customer-oriented organization, OR an appropriate combination of education and experience that demonstrates possession of knowledge and skill equivalent to that gained in the above, OR appropriate experience that demonstrates knowledge, skills and abilities equivalent to that gained above.

     2. Must be able to obtain and maintain a Secret Clearance to complete assigned duties that require access to classified information.

QUALIFICATION REQUIREMENTS:
     1. Must have knowledge and skill in developing large, multi-million dollar short-term and long-range budget forecasts, as well as operational plans for the implementation of same.

     2. Executive level management experience and program oversight of similar functions within Marine and Family Programs, such as Behavioral Health, Personal & Professional Readiness, Semper Fit or Family Care, is highly desired.

     3. Ability to analyze industry trends and make organizational improvements through the application of effective and innovative finance management, marketing, logistics, personnel management, and information technology concepts.

     4. Must possess exceptional oral and written communication skills, as well as effective interpersonal skills in order to facilitate interaction with high-ranking military and civilian government officials.

     5. Must possess maturity and experience in dealing with situations requiring effective leadership, guidance, and/or constructive coaching of associate staff.

     6. Knowledge of appropriated and non-appropriated fund regulations pertaining to both fiscal and personnel matters is highly desired, in order to effectively manage the resources involved.


This position has been designated as Noncritical Sensitive and therefore requires the ability to obtain a Secret clearance. Continued employment is subject to a favorable adjudication of the security investigation.
