This position is located in the Benefits Review Board's Longshore Division. The Board, consisting of Members appointed by the Secretary of Labor, is an independent adjudicatory body with exclusive nationwide jurisdiction to consider and decide appeals raising substantial questions of law or fact taken by any party-in-interest from decisions with respect to claims under the Longshore and Harbor Workers' Compensation Act and its extensions, and the Black Lung Benefits Act (the Acts).

GS-11:
Drafts decisions and orders for the Supervisory Attorney's review and ultimately the Board's consideration. With guidance from a higher-grade mentor or Supervisory Attorney, works on specific cases that involve difficult legal or factual questions. Reviews the case record, including the pleadings, testimony, medical evidence, and other exhibits, to determine the issues raised and the relevant facts; conducts legal research of relevant statutes, regulations, case-law, legislative history, and other legal authorities on the issues raised and analyzes their application to the case; after reviewing the parties' arguments in conjunction with the relevant legal authorities and facts of the case, determines the legal conclusion, and then prepares a draft decision or order setting forth the Board's holdings and reasoning to be presented to a higher-grade mentor and/or the Supervisory Attorney for further review before consideration by the Board.
Completes special projects as assigned by the supervisor, including developing, compiling, or revising internal Board procedure directives or writing and style standards.
Performs other duties as assigned.

To qualify for an attorney position, applicants must possess a professional law degree (LL.B. or J.D.); be a member in good standing of the bar of a court of general jurisdiction of a state, territory or possession of the U.S.; and have acquired the amount of experience indicated below for each grade level.
GS-11, legal or programmatic work experience in at least one of the following areas: law journal or other significant writing experience; moot court competition, legal aid, or legal clinical experience; judicial law clerk experience; or significant summer law office clerk experience.
GS-12, one (1) year of progressively responsible, post-law school legal experience of a professional nature which demonstrates the ability to perform the work at this level.
Specialized Experience: Prior experience as a law clerk or staff attorney to an appellate body, service on law review, publication of an article or note in a legal periodical, and honors or awards for academic or professional performance are also desirable. Competitive candidates will have demonstrated good judgment, sound reasoning, and critical thinking.
NOTE: An LL.M. may be substituted for a maximum of one year of experience.
